Recommendation to Adopt Resolution Authorizing
the city of Santa Monica to Serve as Public Agency
Sponsor for a Driver Under the Influence Education
Program and to Authorize city Manager to Negotiate
and Execute Documents Related to Grant Application
and Program Implementation.
INTRODUCTION
This report transmits a resolution for city Council adoption
which authorizes the City of Santa Monica to serve as the public
agency sponsor for a funding proposal being submitted by the
Public Health Foundation to the Office of Traffic Safety (OTS) of
the State of California. The proposal is for the development of
a county-wide Driving Under the Influence (DUI) education
program. In addition, this report recommends that the City
Council authorize the City Manager to negotiate and execute all
documents related to submittal of the grant application and
implementation of the program if grant funds are awarded by OTS.
DISCUSSION
The Public Health Foundation, taking direction from the recently
completed report of the DUI Task Force of Los Angeles County, has
developed a proposed DUI driver intervention program entitled
lIL.A. for Lifell. The program is designed to significantly reduce

the number of DUl accident deaths and injuries in the region
(numbering 452 deaths and 12,072 injuries in L.A. County in 1986)
by making the public aware of specific intervention techniques
they can use to prevent a driver under the influence from
operating a vehicle. As part of the proposed program, the Public
Health Foundation will develop a comprehensive DUl educational
package which will then be marketed and presented to area
employers, civic and professional groups, and non-profit
organizations.
The Public Health Foundation has submitted this proposal to the
Office of Traffic Safety (OTS) of the state of California for
funding through the California Traffic Safety Program. The
proposal requests $200,000 for the period from October, 1988
through September, 1990. The program will be entirely
administered by the Public Health Foundation.
OTS requires, however, that each proposal for California Traffic
Safety Program funds be sponsored by a local public agency which
will act as a pass-through for the grant funds. The Public
Health Foundation has invited the city of Santa Monica to serve
as their public sponsor in recognition of the city's reputation
for supporting public health issues, for developing and funding
prevention-related social service programs, and because the city
is highly regarded by the state for our successful management of
the recently completed motor officer grant provided to the city
by OTS. No City staff time will be required as the program
sponsor, other than the routine processing of a monthly financial
report and funding request form which will be prepared for the

City by the Public Health Foundation. The grant will be managed
by the Police Department which has had prior experience in
managing grants administered by OTS.
In exchange for the City's sponsorship, the Public Health
Foundation will provide special intervention training for city
employees, will target local employers, civic groups and
non-profit organizations for distribution of the educational
package once prepared, and will be available to work in
conjunction with the Police Department to develop a local DUI
education campaign. In addition, the City will be listed as a
sponsor of the "L.A. for Life" program on all the promotional and
educational material developed and distributed by the Public
Health Foundation.
BUDGET/FINANCIAL IMPACT
There is no budget or financial impact at this time. Should the
Public Health Foundation's proposal receive funding from the
Office of Traffic Safety, City staff will return to the City
Council to seek approval to appropriate the grant funds.
RECOMMENDATION
city staff recommends that the City Council adopt the attached
resolution authorizing the City of Santa Monica to serve as the
public agency sponsor of the "L.A. for Life" nUl education
program which the Public Health Foundation has submitted for
funding by the state Office of Traffic Safety. In addition,

to negotiate and execute all documents related to the submittal
of the grant application for funding and a contract with the
Public Health Foundation should grant funds be awarded by OTS.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING THE CITY TO
SERVE AS THE PUBLIC AGENCY SPONSOR FOR A DRIVING UNDER
THE INFLUENCE EDUCATION PROGRAM
WHEREAS, the state of California, Office of Traffic Safety,
has issued a notice of request for proposals under the California
Traffic Safety Program; and
WHEREAS, the Public Health Foundation of Los Angeles has
submitted a grant proposal for funding by the California Traffic
Safety Program in order to develop a driving under the influence
(DUl) education program; and
WHEREAS, the State of California, Office of Traffic Safety,
requires that a public agency sponsor the grant application; and
WHEREAS, the city of Santa Monica is committed to
supporting public health issues and the development and funding
of prevention-related social service programs; and
WHEREAS, the city is capable of serving as the pass-through
agency for funding of the program by the state; and
WHEREAS, the city Manager can act on behalf of the City of
Santa Monica and will sign all necessary documents required to
complete the grant transaction,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. The City Council hereby authorizes the City of
Santa Monica to serve as the public agency sponsor for a DUI
education program to be administered by the Public Health
Foundation if funded by the state of California, Office of
Traffic Safety.
SECTION 2. The City Council authorizes the City Manager to
execute all grant documents as required by the State of
California, Office of Traffic Safety.
SECTION 3. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
