INTRODUCTION This staff report requests that the City council waive competitive bidding requirements; and direct the City Manager to discontinue contract negotiations with Command Data Systems for police software, and negotiate and execute a contract to procure the software from a new software vendor as sole source. DISCUSSION On September 13, 1988, the City Council authorized the City Manager to waive competitive bidding and begin negotiations with Command Data Systems (CDS) for computer software to provide the Police Department with Computer Aided Dispatch (CAD) and other related records management software. The direction was based on staff's belief that CDS was the best and only source of software that would meet the Police Department's needs and run efficiently on Hewlett Packard equipment. After months of negotiations with CDS, the Police Department, city Attorney and Information Systems has determined that CDS will not contractually commit to provide the required software within a reasonable time frame. As a result, staff once again began examining other available software - 1 - ,-~ FEB 2 '( 1990 . . packages including those which had been considered before. After extensive research of all options, staff concluded that Public Safety Systems Inc. (PSSI) has sUfficiently enhanced its product to a level which makes it the software supplier that can meet the Police Department's needs. FINACIAL IMPACT No additional funding is necessary. Adequate funds are currently budgeted in pOlice capital project accounts 01-730-306-21288-8916-99061 and 01-730-306-21289-8916-99061. RECOMMENDATION Staff recommends requirements; and that Council authorize the waive competitive bidding City Manager to discontinue - la - . . contract negotiations with Command Data Systems for police software, and to negotiate and execute a contract directly with Public Safety Systems Inc. to provide CAD and related records management software to the Police Department.
