All were reviewed and approved by the Personnel Board at its regular meeting of October 26, 1988. In addition, this report requests adoption of the attached salary resolution establishing the salary rates for these new classifications. BACKGROUND The following new classification specifications are required to implement program and organizational changes adopted in the 1988-1989 budget: Title Department 1. Budget Coordinator 2. Labor Compliance Officer Finance General Services 3. Parking Meter Supervisor Finance Budget Coordinator is a new classification in the Finance Department. During FY 1987-88, responsibility for the analysis of departmental budget requests and preparation of the City IS annual budget was phased out of the city Manager's off ice and - 1 - ~7~ . . transferred to the Finance Department to better coordinate the budget process with other City financial operations. Budget analysis and preparation was primarily performed by two Senior Administrative Analyst positions. As a result of this experience, it has become apparent that this function can be more efficiently and effectively performed if one of these two posi tions were reclassified to Budget Coordinator. The Budget Coordinator will serve as the lead staff person with the level of expertise and experience necessary to interact effectively with all department heads and the City Manager's office, and to efficiently supervise the second Senior Administrative Analyst posi tion as well as other members of the City I S ad hoc budget team drawn from staff of the Finance Department. Labor Compliance Officer is a new classification in the General Services Department. The city of Santa Monica is responsible for ensuring compliance with the requirements of the State Labor Code, Administrative Code, and Public utilities Code regarding payment of prevailing wages and compliance with apprenticeship standards with respect to public works construction. Since the City of Santa Monica is the recipient of funds from various Federal and State agencies which have their own strict guidelines for minority participation, prevailing wages, etc., it must also provide documentation to these agencies that their particular guidelines are being met. This position will be responsible for developing a detailed Labor Compliance Program to ensure uniform application of these laws and regulations. - 2 - . . . - The parking Meter supervisor is a new classification in the Finance Department. Approximately one year ago, the city installed an additional 1,600 parking meters in the six downtown parking structures, bringing the total number of meters requiring regular collection to 6,600. No additional parking meter collection staff were authorized at that time. In addition, several new security measures were recently implemented in order to reduce meter thefts, all of which have made the job of meter collection a more time consuming and management intensive effort. upon completion of a management analysis of the meter collection effort designed to determine the workload impact of the new meter installations and management controls, the City Manager's Office has recommended that a new position of Parking Meter Supervisor be created to better manage the increasingly complex workload associated with meter collections. Also attached are Salary Resolutions establishing the salary rates for the new positions. The recommended salaries are the resul t of an analysis of both external and internal alignment factors. BUDGET/FINANCIAL IMPACT No additional funds are needed at this time to implement these positions. RECOMMENDATIONS It is recommended that the City Council approve the aforementioned new classification specifications and adopt the - 3 - . . attached Salary Resolutions establishing salary rates for the new position classifications. (city Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADOPTING SALARY RATES FOR THE CLASSIFICATIONS OF BUDGET COORDINATOR, LABOR COMPLIANCE OFFICER, AND PARKING METER SUPERVISOR THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1: The following monthly salary levels are hereby established for the indicated permanent classifications, effective November 1, 1988: BUDGET COORDINATOR $4583/Month E-Step ($4904/Month with PERS) LABOR COMPLIANCE OFFICER $3950/Month E-Step ($4227/Month with PERS) PARKING METER SUPERVISOR $2913/Month E-Step ($3117/Month with PERS) SECTION 2: The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. CITY OF SANTA MONICA BUDGET COORDINATOR DEFINITION: Under administrative direction, plans, organizes and directs the preparation and administration of the City's budget and associated studies. TYPICAL DUTIES: prepares departmental budget preparation instructions. Reviews and analyzes budget requests submitted by departments. prepares recommendations concerning departmental budget requests for the City Manager. Supervises administrative and clerical budget document prep- aration process. Reviews and approves within delegated authority limits, bud- get changes requested by departmental staff andlor fund managers during the fiscal year. Prepares and supervises preparation of various complex andl or controversial, management organization and administrative studies for the improvement of City operations. Plans, organizes and directs preparation of mid-year and end-of-fiscal year budget reviews, and prepares budget revision recommendations for City Council approval. May supervise staff performing internal audit and special administrative andlor budget related studies. Calculates City's Gann limit and determines level of appro- priations subject to limitation. May make presentations to city Council and/or represent the city Manager or department head at City Council meetings and/or Civic or professional groups. Performs other related duties as required. BASIC QUALIFICATIONS: MINIMUM STANDARDS: Applicant must be able to demonstrate the following: Knowledge of: Municipal budgeting, basic governmental ac- counting, public administration, quantitative and management analysis techniques, report writing, public relations and project management. Ability to: Communicate effectively both in writing and orally: analyze and solve administrative problems: develop, im- plement and administer projects and programs: deal effectively with the pUblic, city boards and commissions. DESIRABLE TRAINING AND EXPERIENCE: BA in Business or Public Administration or a related field, plus 4 (four) years of in- creasingly responsible experience in municipal budget preparation (including one year of employee supervision.) A Masters Degree in Business, Public Administration or related field may be sub- stituted for one year of experience. - 1 - . . ~ SUPERVISION RECEIVED: Works under supervision of the Director of Finance who out- lines work assignments, periodically reviews work in progress and completed work. SUPERVISION EXERCISED: Exercises technical and administrative supervlslon over Senior Administrative Analysts and other City staff who may be assigned as part of the City's budget preparation team by review- ing work in progress and all completed work. - 2 - . . CITY OF SANTA MONICA LABOR COMPLIANCE OFFICER DEFINITION: Under administrative direction, develops, implements and enforces a city-wide Labor Compliance Program in accordance with state of California Law, City of Santa Monica ordinances, and Federal requirements for grant funded construction projects. TYPICAL DUTIES: Coordinates with project managers on implementation and en- forcement of state and DBE requirements; Makes recommendations to the City Engineer and city Attorney for the withholding, retention, or forfeiture of payment to con- tractors for non-compliance with the state laws and Federal requirements; Determines appropriate crafts and labor classifications to be employed on each City construction project; Prepares wage determinations for all labor classifications employed in City construction projects; Analyzes certified payrolls, monthly utilization reports, and other reports received from contractors and subcontractors for compliance with applicable state and Federal law. Conducts investigations and on-site interviews of contrac- tors and subcontractors employees to assess compliance with ap- plicable state and Federal law; Represents the City Engineer as Disadvantaged Business En- terprise Liaison Officer in federally-funded projects. Acts as Liaison to organized labor; Conducts compliance orientations at pre-bid and pre- construction conferences; Reviews complaints of discrimination; Makes presentations and participates in conferences and other activities as required; May supervise clerical and professional staff. Performs other related duties as assigned. BASIC QUALIFICATIONS: MINIMUM STANDARDS: Applicant must be able to demonstrate the following: Knowledge of: State Labor Code, Davis-Bacon Act, FWHA and Caltrans requirements, Community Development Block Grant require- ments, Federal Aviation Administration requirements and other grant requirements, as well as employment practices and needs of the construction industry. Ability to: Develop, implement and enforce programs, com- municate effectively both in writing and orally; prepare analyti- cal reports; interpret and apply laws, regulations and policies; establish and maintain effective working relationships with a wide variety of organizations and individuals, city boards and commissions, and private sector representatives. - 1 - . . DESIRABLE TRAINING AND EXPERIENCE: Graduation from an ac- credited college or university with a BA/BS in Public or Business Administration or a related field or registration as a Civil En- gineer or Architect plus four (4) years related experience within the construction industry. Extensive background in public con- tract administration and construction management is highly desirable. Fluency in written and oral Spanish is also desirable. SUPERVISION RECEIVED: Works under administrative supervlslon of the City Engineer who outlines work and occasionally reviews work in progress and upon completion. SUPERVISION EXERCISED: May supervise work of Civil, Associate and Assistant En- gineers as well as clerical support staff, coordinating work as- signments and periodically reviewing work in progress and upon completion. - 2 - . . CITY OF SANTA MONICA PARKING METER SUPERVISOR DEFINITION: Under administrative direction, supervises parking meter collection and coin counting operations. Performs related duties as required. TYPICAL DUTIES: Trains and supervises Parking Meter Collectors. Establishes routes and work schedules for the collection of coins from parking meters on streets, in parking lots, and in parking structures to ensure efficient meter collections. Counts, records, and audits all monies collected from parking meters. Prepares monthly collection reports for management review. Performs analytical analyses of meter collections. Maintains security of monies collected, parking meter keys, and collection carts. Performs various field security procedures and serves as chief liaison with Police Department governing security matters. Serves a chief liaison with the meter repair operations. Maintains and services parking structure coin changers. Provides back-up collection support to Parking Meter Collectors. Answers questions and handles complaints. BASIC QUALIFICATIONS: MINIr~ STANDARDS: Applicant must be able to demonstrate the following: Knowledge of: the operation of parking meters, coin changers, coin sorters; basic recordkeeping and accounting procedures. Ability to: follow oral and written instructions; maintain accurate records; perform arithmetical calculations with accuracy; perform in-depth analyses of collection operations; establish efficient collection routes; train and supervise subordinates; and work with the public. Possession of a valid California driver's license. DESIRABLE TRAINING AND EXPERIENCE: Graduation from high school and two years of college-level business courses. Two years of experience inVOlving the collection and recording of cash. At least one year of experience must be at the supervisory level and involve public contact. - 1 - .. . . SUPERVISION RECEIVED: Works under the administrative supervision of the City Treasurer/Revenue Manager, who periodically reviews work in progress and completed reports and analyses.
