Approval of Classification Specification and
Adoption of Resolution Establishing Salary for
Telecommunications Analyst
INTRODUCTION
This report
requests
approval
of a
new classification
specification.
It was reviewed and approved by the Personnel
Board at its regular meeting of February 22, 1989. In addition,
this report requests adoption of the attached salary resolution
establishing the salary rate for this new classification.
BACKGROUND
The following new classification specification is required to
implement program and organizational changes adopted in the FY
1988-1989 budget:

1. Telecommunications Analyst
Telecommunications Analyst is a new classification in the
Information Systems
Department.
The
Information
Systems
Department has experienced increased responsibility in the area
of data communications and telecommunications. Telephone system
improvements
will
be
designed
and
installed
by
the
Telecommunications Analyst, who will also be responsible for the
supervision of the installation of micro-computers.

highly technical position with qualifications similar to those
required of a Systems Analyst.
Also attached is the salary resolution establishing the salary
rate for the new position. The recommended salary is the result
of an analysis of both external and internal alignment factors.
BUDGET/FINANCIAL IMPACT
No additional funds are needed at this time to implement this
classification.
RECOMMENDATIONS
It
is
recommended
that
the
City
Council
approve
the
aforementioned new classification specification and adopt the
attached salary resolution establishing salary rates for the new
position classification.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA ADOPTING A SALARY RATE
FOR THE CLASSIFICATION OF
TELECOMMUNICATIONS ANALYST
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1: The following monthly salary level is
hereby established for the indicated permanent classification,
effective March 29, 1989:

$4,199jMonth E-Step
($4,493/Month with PERS)
SECTION 2: The City Clerk shall certify to the
adoption of this ReSOlution, and thenceforth and thereafter the
same shall be in full force and effect.

CITY OF SANTA MONICA
TELECOMMUNICATIONS ANALYST
DEFINITION: Under minimal supervision, analyzes, implements,
modifies and maintains data and telecommunications systems.
Performs related duties as required.
TYPICAL DUTIES:
Supervises technical aspects of implementation of computer
and telecommunications networks, checks documentation and trains
users in system use.
Administers telephone billing system.
Administers telephone billing contracts and computer hardware
and software contracts.
Coordinates computer and telephone system installations,
repairs, programming, configurations and training.
Manages design, implementation and support of new telephone
and datacommunication systems and micro-computer local area
networks.
Writes technical instructional materials for system users.
Monitors and maintains on-going operational systems.
Prepares complex technical reports for use by higher
management and technical staff.
Performs other related duties as required.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate the
following:
Knowledge of: design and operation of tele-processing and
data processing hardware and software networks and project
management.
Ability to: develop and implement computer and
telecommunications networks and interface with user agencies.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a
Bachelor's degree in Computer Science, Engineering, Management
Information Systems or related field.
Two years of experience implementing and supporting
datacommunications and telecommunications systems and
micro-computer local area networks.
SUPERVISION RECEIVED:
Works under administrative and technical supervision of
Systems Development Manager, who outlines work, occasionally
reviews work in progress and periodically reviews completed work.
SUPERVISION EXERCISED:
None.
