SUBJECT: Adoption of Resolution Establishing Salary for Environ-
mental Programs Administrator, Environmental Coordina-
tor, Environmental Inspector, Lead Environmental In-
spector, Hazardous Materials Technician, Lead Hazardous
Materials Technician, Assistant Director of Cultural
and Recreation Services and Employee Benefits Techni-
cian and Related Classification Specifications
INTRODUCTION
This report requests adoption of three new classification-
specifications and four revised classification specifications.
All were approved by the Personnel Board at either their special
meeting of June 7, 1989 or their regular meeting of July 26,
1989.
In addition, this report requests adoption of the attached salary
resolution establishing the salary rates for these new and re-
vised classifications.
BACKGROUND
The following classification specifications are required to im-
plement program and organizational changes adopted in the FY89-90
budget:

The first six classifications comprise a new "environmental unit"-
that was created as a part of the FYS9-90 budget.
With the
tremendous increase in the nUlltber and the criticality of local
environmental issues, including ever increasing federal and state
legislation that impacts the City in general and the General Ser-
vices Department in particular, a study was conducted to deter-
mine a more efficient and effective way to administer the various
environmental programs requiring City involvement.
This study recommended the establishment of a new section within
the utilities Division of the General Services Department which
would encompass all environmental programs and tasks previously
performed by the Water, Wastewater and General Services Adminis-
tration divisions of the General Services Department. The entire
field is relatively new, expanding greatly each year, and fraught
with great potential for city liability. To continue to fragment

these separate tasks and programs within the city would result in
lowered efficiency and a possible dilution of staff efforts. The
proposed staffing structure would consolidate all positions which
currently deal with environmental issues into one unit in the
utilities Division of the General Services Department.
Three of the six environmental unit classifications (Environmen-
tal Programs Administrator, Lead Environmental Inspector and Lead
Hazardous Materials Technician) are new classifications. The
other three classifications (Environmental Coordinator, Environ-
mental Inspector and Hazardous Materials Technician) are reclas-
sifications of current positions with new titles and classifica-
tion specification modifications to reflect additional
responsibilities.
The Assistant Director of Cultural and Recreation Services is a
new classification in the Department of Cultural and Recreation
Services. This position replaces the previously budgeted Direc-
tor of Recreation and Parks position. This position will assist
in the planning, organizing, directing and promoting of the
city's cultural and recreation activities. This position will
assist in managing and coordinating the activities of the Recre-
ation, Parks, Arts and Civic Auditorium divisions of the Depart-
ment of Cultural and Recreation services.
The position of Employee Benefits Technician is a reclassifica-
tion of an Administrative Staff Assistant in the Personnel De-
partment to more accurately reflect the actual duties being per-
formed by this position. This position performs a variety of

complex clerical and technical duties related to the employee
benefits programs, thereby insuring the efficient and effective
administration of the city's employee benefits programs.
BUDGET/FINANCIAL IMPACT
Funds are already included in the budget for FY89-90 to cover all
salary costs related to the adoption of the attached salary
resolution.
RECOMMENDATION
It is recommended that the city council adopt the attached salary
resolution

ENVIRONMENTAL PROGRAMS ADMINISTRATOR
DEFINITION: Under administrative direction, plans, directs,
1mplements, coordinates and supervises the operations of the
Environmental Programs Unit of the General Services Department.
This includes such programs as Industrial Waste Control, Water
conservation and Hazardous Waste Management. Acts as liaison to
the public and County, State and Federal agencies regarding
environmental issues. Performs related duties as required.
TYPICAL DUTIES:
Directs and administers on-going efforts of the
Environmental Programs Unit which include the Industrial Waste
ordinance, the Toxic Chemical Disclosure Law, underground Tank
Regulations, the Household Hazardous Waste program, water and
energy conservation, and related environmental programs.
Act as liaison to the public, and County, State, and Federal
agencies regarding environmental issues.
Keeps abreast of Federal, state and County legislative
changes and recommends any necessary ordinances or revisions to
existing ordinances to comply with the changes.
Prepares and monitors budget for the environmental programs '
section.
Selects, trains, supervises and evaluates professional,
technical and support staff.
Attends appropriate seminars on a regular basis.
Establishes and administers training and education programs
for the public and City staff.

MINIMUM STANDARDS: Applicant must be able to demonstrate

DEFINITION: Under moderate supervision, administers programs
designed to protect the environment including but not limited to
Tox~c Che~ical Disclosure ordinance, Household Hazardous Waste
Program, Alr Quality Control and other environmental issues.
Performs all related duties as required.
TYPICAL DUTIES:
Administers a wide variety of environmental programs and
procedures such as the City's Toxic Chemical Disclosure Law,
Underground Tank Regulations, Household Hazardous Waste Program,
Air Quality Control, storm drain discharge control and other
environmental protection efforts.
Maintains and revises as necessary an automated data base
encompassing information related to the use, handling, storage
and disposal of hazardous materials.
Coordinates the plan-checking process for new undergound
storage facilities, through the use of City personnel and
outsidecontractors; monitors the installation of underground tan~.
leak detectors; conducts on-site inspections of toxic chemical
storage facilities.
Develops and disseminates informational materials relative
to the above environmental programs, and acts as a technical
resource to both City staff and the general pUblic.

Four years of progressively responsible experience in the
administraton of cultural, recreational, or similar programs
designed to promote the community and/or to promote citizen
participation in such activities. Public sector experience and
experience developing and administering government grants are
highly desirable.
SUPERVISION RECEIVED:
Works under the administrative supervision of the Director of
Cultural and Recreation Services, who outlines work assignments,
occasionally reviews work in progress, and periodically reviews
completed work.
SUPERVISION EXERCISED:
May exercise administrative supervision over the Civic
AUditorium Manager, Cultural Arts Administrator, Park
Superintendent, Recreation Superintendent, Business Administrator
and a wide variety of support personnel.

TYPICAL Ot:TIES:
Performs a wide range of complex clerical duties related to the
processing of employees' applications for enrollment in var~ous
employee benefit plans, such as medical, dental, employee
assistance, long term disability, and retirement insurance plans.
Verifies employees' eligibility for benefits. Reconciles
employee information against employee benefit premium billings.
Requests and distributes warrants for timely payments to employ~.
benefit providers.
Resolves discrepancies in billings and employee eliqibility.
Notifies appropriate parties ot problem and makes recommendations
for resolution of the problem.
Resolves a variety ot individual employee problems regarding
employee benefits coverage and interpretation of various benefit
and insurance policies.
Ensures that benefits are processed in a timely manner for new
employees. Terminates benefits tor departinq employees ~n
accordance with applicable procedures.
Performs all duties in accordance with appropriate terms of
employee contract. (memorandums of understanding) and
stipulations described by employee benetit providers' policies.
Monitors results o~ negotiations' progress in order to keep track
of open enrollment periods. Notifies affected employees and
providers ot any change in coverage and enrollment procedures and

Prepares correspondence and performs miscellaneous office dutles,
which may include requesting and distrlbuting warrants fer
pa~ent of non-insurance related bills, preparing purchase
orders! verifying time cards, and filing, as needed.

~INIML~ STAND~qDS: The candidate must be able to demonstrate the
followlng:
Knowledge of: general principles, practices, and procedures used
in employee benefits programs; modern office pract~ces and
procedures: record keeping techniques; alphabetical and numerical
filing techniques: basic mathematics.
Ability to: understand and interpret a variety of insurance and
other employee benefit policies; learn to interpret memorandums
of understanding; check words and nu~bers quickly and accurately:
reconcile figures; solve a variety of problems relatinq to
benefits coverage; learn to use a computerized personnel records
management system; explain moderately difficult procedures in a
clear and concise manner to a variety ot individuals; maintail\
organized and accurate records and files; prioritize tasks at
work; communicate effectively orally and in writing; deal with
people at all levels in a patientl tactful, and cooperative
manner: calculate percentages and other basic mathematical
functions.
Skill in: typing at a corrected speed of 55 words per minute and

DESIRABLE TRAINING AND EXPERIENCE:
Three years of progressively responsible clerical experience,
inclUding one year performing a wide range of duties relating to
employee benefits programs. Experience should include frequent
contact with the public.
