Approval of Classification Specification and
Adoption of Resolution Establishing Salary for
Police Officer Trainee
INTRODUCTION
This
report
requests
approval
of
a
new classification
specification.
It was reviewed and approved by the Personnel
Board at its regular meeting of October 25, 1989. In addition,
this report requests adoption of the attached salary resolution
establishing the salary rate for this new classification.
BACKGROUND
The new classification specification of Police Officer Trainee
(in the Police Department) is proposed to aid in recruitment and
retention of potential Police Officers. The City has experienced
the loss of candidates for Police Officers because they do not
receive benefits during their eighteen (or more) week training
program.
Currently, when a candidate is selected for the position of
Police Officer, that candidate must first successfully complete a
sixteen to eighteen week Police Academy training program before
he/she can be appointed to the sworn position of Police Officer.
While these candidates complete the Police Academy training
program, they are employed as as-needed (temporary) non-sworn
Ci ty employees and thus do not receive any employee benefits

(such as medical insurance) that are received by permanent city
employees.
In order to provide these candidates with the same employee
benefits enjoyed by permanent City employees, we are recommending
the creation of the permanent non-sworn classification of Police
Officer Trainee.
Thus, even though the candidates are not
eligible to be appointed as sworn Police Officers until they have
successfully completed the Police Academy training program, they
will have "permanent II employment status and will be eligible to
receive those employee benefits afforded to permanent city
employees.
BUDGET/FINANCIAL IMPACT
The additional cost of providing benefits to these employees for
the remainder of fiscal year 1989-90 is estimated to be
$20,000.00. The annualized cost of these benefits is estimated
to be $40,000.00.

remainder of this fiscal year can be absorbed within the Police
Department f S current budget, and that no additional funds will
need to be budgeted for the current fiscal year.
RECOMMENDATIONS
It
is
recommended
that
the
City
council
approve
the
aforementioned new classification specification and adopt the
attached salary resolution establishing salary rates for the new
position classification.

FOR THE CLASSIFICATION of
POLICE OFFICER TRAINEE
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1: The following monthly salary level is
hereby established for the indicated permanent classification,
effective November 29, 1989:

SECTION 2: The city Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
