SUBJECT: Resolution Recognizing the Administrative Team
Associates (A.T.A.) as the Bargaining unit
Representing certain city Job Classifications Formerly
Represented by the Municipal Employees Association
(M.E.A.)
The Municipal Employee Relations Officer for the city, John
Jalili, received a petition on June 9, 1989 requesting that the
certain professional and administrative job classifications
currently represented by M.E.A. be recognized under Ordinance 801
as a separate and "appropriate" unit. After a determination that
the facts outlined in the petition met the requirements of
Ordinance 801, the unit was recognized as "appropriate" on July
12, 1989 and a secret ballot election was scheduled.
The secret ballot election was held on August 21, 1989 to
determine
(1)
if these employees in the designated job
classifications wished to remain a part of the existing M. E. A.
unit and (2) if the majority in the affected job classifications
did vote to be a separate unit who would they ...,ant to be
represented by - A.T.A. or M.E.A.?
Of the fifty-three (53) ballots cast, seventeen (17) votes
were cast in favor of remaining with M.E.A. and thirty-six (36)

~vere cast in favor of forming a separate unit comprised of
professional and administrative employees. When asked to select
a bargaining unit, thirty-five (35) out of fifty-three (53) votes
~vere cast for Administrative Team Associates (A.T.A.) and the
remaining eighteen (18) votes were cast for the Municipal
Employees Association (1'1. E. A. ) . These resul ts have been
certified by Clarice E. Johnson, City Clerk.
RECOMMENDATION
It is respectfully recommended that the city Council pass
the
attached
Resolution
recognizing
Administrative
Team
Association (A.T.A.) as a new bargaining unit representing
certain job classifications formerly represented by the Municipal
Employees Association.

CITY COUNCIL SERIES
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA RECOGNIZING
ADMINISTRATIVE TEAM ASSOCIATES (A.T.A.)
AS THE BARGAINING UNIT REPRESENTING CERTAIN JOB
CLASSIFICATIONS FORMERLY REPRESENTED BY THE MUNICIPAL
EMPLOYEES ASSOCIATION (M.E.A.)
WHEREAS, city Councll Ordinance 801 provides for a secret
ballot election to determine representation of employees and
employee bargaining units;
WHEREAS, a secret ballot election was held on August 21,
1989 to determine the future representation of employees in
designated job classifications represented by Municipal Employees
Association (M.E.A.)i
WHEREAS, out of fifty three (53) ballots cast, seventeen
(17) votes were cast in favor of remaining part of the MEA
bargaining unit and thirty six (36) votes were cast in favor of
forming a separate employee bargaining unit comprised of
employees in professional and administrative job classifications;
WHEREAS, out of fifty three (53) ballots cast to decide who
should represent that new unit,
the Administratlve ~eam
Associates received thirty five (35) votes and the Municipal
Employees Association received eighteen (18) votes,

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. City employees in certain Santa Monica City job
classifications formerly represented by the Mun~cipal Employees
Association shall be
represented,
as of this date,
by
Administrative Team Associates also known as A.T.A.
SECTION 2 .
This bargaining unit includes, but is not
limited to, city employees in the following job classifications:
