ThIS report
requests
adoptIon
of the
attached ResolutIon
establIshIng a monthly bonus
for FIre
personnel
assigned
responsIbIlIty for coordInatIon of the CIty'S paramedIC program.
BACKGROUND
SInce
the
Inceptlon
of
the
Clty'S
paramedIC
program,
responsIbilIty for the admInIstratIve coordInatIon of the program
has been aSSIgned to FIre personnel on a rotating baSIS. WhIle
the norm In other southern CalIfornIa departments IS to aSSIgn
such responSIbIlIty to personnel on a full-tIme baSIS, our
practIce IS and has been to aSSIgn the responSIbIlIty to FIre
personnel as an adjunct to theIr normally-aSSIgned dutIes. The
prImary dutIes Involved WIth thIS aSSIgnment are as follows:

meetIngs of Los Angeles County Health SerVIces
and Los Angeles County Board of SuperVIsors.

programs for all paramedICS.
l2. Conduct traInIng programs for all paramedICS
relatIng to new forms, new medIcal eqUIpment, and
new paramedIC protocol.
Most recent program was
ImplementatIon of Utrauma center" at UCLA Medlcal
Center.
l3. Malntaln State certifIcatIon as Instructor and
conduct Emergency Medlcal Techniclan traInIng for
non-paramedIC members of the FIre Department.
Based on these addItIonal admInIstratIve responslbIlltles, ChIef
Tolman has requested approval of a S20G.OO/month flat rate bonus
for the lndlvldual asslgned responsIbIlitIes for coordlnatlon of
the paramedIC program.
BUDGET/FINANCIAL IMPACT
Funds for thlS purpose were antlclpated In the FY 84-85 budget.
No addItIonal approprIatIon IS reqUIred.
RECOMMENDATION
It IS recommended that CounCIl adopt the attached ResolutIon
establIShIng thIS bonus compensatIon.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ESTABLISHING BONUS COMPENSATION FOR
ASSIGNMENT AS PARAMEDIC COORDINATOR
WHEREAS,
the Ci ty
Council
recognIzes the additional
assigned to coordInate the
responslbllI ties for Fire personnel
CIty'S paramedIC program; and
\'JHEREAS,
the
FIre ChIef
has requested
a reasonable
compensatIon bonus for such aSSIgnment; and
WHEREAS, tunds for the bonus were approved In adoptIon of
the 1984-85 budget.
NmoJ, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1: FIre personnel aSSIgned responsIbilIty for
coordInation of the City's paramediC program shall receive a flat
rate monthly bonus of $200.00 for each month so aSSigned. only
one IndIVIdual shall receive the bonus at a tIme. SInce
aSSIgnment as a paramediC coordInator IS routInely rotated,

reassIgnment and loss of the bonus shall not constItute a
demotIon.
ThIS bonus shall not be conSIdered part of the
paramedIC coordInator's base or effectIve salary for purposes of
computIng percentage pay Increases or overtIme.
SECTION 2: The CIty Clerk shall certIfy to the adoptIon of
thIS ResolutIon, and thenceforth and thereafter the same shall be
