SR-601-004 (10) ... e e- '" -4-1 AUG 2' "" ... ~CJO-tJ?~ /- 0 Y' RP:DTA:VR:lb August 26, 1986 Santa Monica, California TO: Mayor and City Council FROM: City staff SUBJECT: Recognition of Special Emergency Assistance Rendered by Recreation and Parks Department Staff INTRODUCTION This report requests that the City Council give special recognition to seven Park's Division employees for their performance in a recent emergency situation. BACKGROUND On Thursday, July 31, 1986, at approximately 2:00 p.m., a Parks Division crew was working on the Olympic Boulevard Center Island near stewart Street. One of the men observed a bicyclist down in the street and a tan vehicle leaving the scene. Groundskeeper Patrick Balfe and Equipment Operator I Eno Guerra ran to the cyclist and attempted to give first-aid. Balfe arranged for an adjacent business to call 911. Senior Groundskeeper Mariano Molina III pursued the tan vehicle but lost the vehicle in traffic. Molina also obtained the business card of a witness. Groundskeepers Tim Obert, Adam Pavesic, Virgil Angel, and Equipment Operator, Larry Edgecomb directed traffic and blocked off the accident scene with cones. When police arrived, the 4-,4 AUG 2 6 ,. - 1 - , e e / Parks crew continued to assist the Police with traffic control. Unfortunately, in spite of their efforts and those of the paramedics, the accident proved fatal to the cyclist. RECOMMENDATION It is recommended that the City Council give special recognition to Parks Division crew members Virgil Angel, Patrick Balfe, Larry Edgecomb, Eno Guerra, Mariano Molina III, Tim Obert, and Adam pavesic for the special emergency assistance they rendered after the fatal bicycle hit-and-run accident on July 31, 1986. BTI ,T ~ KTI:iG In October of 1976 the Santa Monica Police Deparbnent began work on a federal grant of $135,000 to study the Management of Criminal Investigations (MeI). The purpose of this study was to stream- line the investigative technique 1.n order to more efficiently pro- secute those persons responsible for crimes CllllllJ.tte::1 within our city. Lt. Billy King was placed in charge of the MeI program fran its onset. He was responsible for the grant application, the budget, the establishment of guidelines and policy as well as the imple- mentation of the program and of the written SlDlII1ary. It is nw pleasure to state that the Santa Monica portion of this study is considered to be of outstarrling quality. I am sure that our research will not only have an irrFact on our department but will be of national significance as well. 'Ihe success of this program has been due to the talents, de:1ica- tion and perseverance of Lt. Ki.ng.
