Background The General Services Department establlshed a program In 1979 to recognlze our employees who provlde outstandlng serVices to the Department. The program IS designed to recognize those employees who meet the following criterla: 1. 3. HIS first position in the City was aCETA Ma1ntenance Helper 1n 1974. In 1976, he was promoted to Traffic Painter and in 1983, he was pro- moted to Meter Repa1rer. On August 12, 1984, he will have been WIth the CIty for 10 years. Prior to the completIon of convertIng the City's standard parkIng meters to a more vandal resistent "vault" type parking meter, the City was experIencing an extremely high rate of vandalIsm on Its parking meters. Over $40,000 per year was lost in parking meter revenue alone. Staff determIned that the parking meters were being vandalIzed in the early morn1ngs around dawn. RIchard volunteered to work 1n the early mornIngs to assist the PolIce Department In redUCIng the number of vandalIsms. Richard was soon able to see speCIfIc patterns as to the parking meter break-Ins. He establIshed a workIng routIne to observe problem areas where parking meter van- dalism occurred most frequently. Through his perseverance, RIchard personally aSSIsted the PolIce Department In the arrest of 27 individuals for breakIng and enterIng parking meters as well as several automobiles. Paul Sid~e~k7 ~~chan~c Paul works In the Mechanical MaIntenance DiVISIon of General Ser- vices and was nominated by Robert Miller, his supervisor. Paul came to the C1ty in 1980 as a mechanic aSSIstant and due to hiS - 3 - GS:SES:ME:ZH: Council MeetIng: July 24, 1984 Santa MonIca, CalIfornIa abilities was withIn 4 months appoInted to the position of mechanIC. Paul IS most happy undertaking a challenge or solving a problem. Just a few of hIS most recent accomplishments Include the design and constructIon of a lawn vacuum by rebuIlding an old PolIce parkIng checker scooter. ThIS vacuum is used at the Cemetery and has proved to be far superior to any presently manufactured units. Due to the success of thIS machine a second one was built by Paul with Improved modIfIcations. Both are In use today and are IdentIfIed as the "Sid-Vac" and the "Sid-Vac II". The heavy raIns in the fIr st part of 1983 showed the need for a large J portable, emergency water pump for pumping out yards and basements. Through his Inventiveness and talents, Paul was able to successfully modIfy and adapt 2 obsolete pieces of equipment Into a portable 611 pump. This pump was also used to drain the water from the pier's north parkIng lot durIng the storm as well as to draIn the beach salt water wells. There has also existed a need to be able to transport the City's heavy constructIon eqUIpment from the CIty Yard to the job site to reduce the posslbllity of accIdent or InjUry from drIving the eqUIpment on the road. A flatbed traIler was purchased for this purpose, but there was not a truck tractor to pull it. Paul was able to convert an old dump truck lnto a very functional emergen- cy tractor that IS capable of pulllng the flat bed semi-trailer or the 8 ton tilt traIler. - 4 - . .
