Background The General Services Department established a program in 1979 to recognize employees who provide outstanding services to the Department. The program is designed to recognize those employees who meet the following criteria: 1. outstanding overall job performance. 2. Development of a new means of saving time or money in the performance of a job. 3. Performance of a public service beyond his/her job duties. 4. contribution of an idea that has improved job safety. Individuals may be nominated by their supervisors or fellow employees. An Evaluation Committee comprised of Xavier Leon, street Maintenance Division; Joe Rivas, Jr., Parking and Traffic Division; Marsha Eubanks, Maintenance Management Division; Dick Duarte, Water Division: Narlon Daniels, Fleet Maintenance Division; and stan Scholl, Director of General services made the final selection. ~B lUN - 9 1987 - 1 - The nominated employees were: Nate Alexander, Jr., Public Facilities Maintenance Linda Childers, Civil Engineering Edwin Chong, Fleet Management Bernardo "Bogeen Cline, street Maintenance Pat Crawford, street Sweeping Amy Klein, Administration Yas Matsumoto, Water, Arcadia Plant Gwen Phillips, Parking and Traffic Harvey nKnute" Villars, Sanitation Ken Ward, Parking and Traffic The Evaluation Committee selected the following five employees as those who best met the selection criteria. Edwin Chong, Fleet Management Division Edwin Chong, known by everyone as Ed or Eddie, has been employed by the city for the past 17 years. He holds a National Institute of Automotive Service Excellence (N.I.A.S.E.) Heavy Duty Truck Certification of Automotive Excellence. Ed established the Fleet Management Division's first machine shop and component rebuild section, capable of rebuilding most components, including large diesel engines, automotive engines, starters, alternators, brake chambers, and steering assemblies for 20% of the replacement cost. The cost and time savings which has resulted from in-house repairs significantly reduce downtime for the equipment user. Ed has also mastered the complexities of the computerized maintenance system and regularly substitutes for the Maintenance Supervisor in his absence. Ed is a tribute to the Fleet Management Division as well as to the City workforce. - 2 - Gwen Phillips, Parking and Traffic Gwen Phillips is the first female engineer in the past eight years in the General Services Department. She has an outstanding reputation as an individual who is willing to do more than is required by her jOb in assisting the pUblic in problem solving. Recently, Gwen has been given the responsibility of reviewing all development projects and has improved the development review process. Pat Crawford, Maintenance Pat Crawford is being nominated for his high level of job commitment. Not only does he perform an exceptional job as a motor sweeper operator, but also substitutes for the supervisor when he is absent. To accomplish this, Pat has learned all the sweeper routes, City and departmental rules, regulations and policies, and the various tasks required of the crews on the Mall and in the Parking structures. Pat's calm manner and general knowledge have made him particularly effective in working with citizens to resolve maintenance problems. Yas Matsumoto, Water Division Yas Matsumoto has implemented a beautification program at the Arcadia Treatment Plant grounds which has received numerous compliments from local residents and customers. Through the use of drought resistant plantings, Yas has reduced the irrigation water usage at the Arcadia Plant by 15 percent. Yas has also landscaped the Water Meter Shop (planter boxes) and furnished and - 3 - maintained indoor plants at the City Hall Water office and at the water Meter Shop. Bernardo "Begeen Cline, Maintenance Division Bernardo Cline was nominated for his exceptional ability to act quickly on behalf of others. On December 3, 1986, Bernardo and his colleague were heading southbound on 28th street when they noticed a light blue pickup truck parked on the east side of the 2300 block of 28th street make an abrupt u-turn in the middle of the block. At this time, an elderly man ran across the street screaming that his truck had just been stolen. Bernardo followed the truck and was able to corner it until Police arrived. The stolen truck was returned to its elderly owner. Recommendations It is recommended that the City council join with the Staff of the General Services Department in congratulating all the nominees and in recognizing the outstanding service of Edwin chong, Gwen Phillips, Pat Crawford, Yas Matsumoto, and Bernardo Cline by presenting them with departmental awards.
