JAN 2'(1989 -~ GS:SS:ME:s council Meeting: January 24, 1989 Santa Monica, California To: city Council From: City staff Subject: Presentation of General Services Department Employee Recognition Awards Introduction This report recommends that the City council present awards to six General Services employees who have been selected for special recognition by their supervisors and their peers. Background The General Services Department established a program in 1979 to recognize city employees who provide outstanding service to the Department. The program is designed to recognize those employees who meet one or more of the following criteria: 1. Gave outstanding overall job performance; 2. Developed a new means of saving time or money in the performance of a job; 3. Performed a public service beyond his/her job duties; 4.' Contributed an idea that improved job safety; 5. Performed her/his job in such a manner as to enhance the public service capabilities of the Department. Individuals may be nominated by their supervisors or fellow employees. An Evaluation Committee comprised of Frances Alcala, Solid Waste Division; Ray Rains, Electrical Facilities Divisionj Joe Rivas, Jr., Traffic operations Divisionj Dan Daniels, Fleet - 1 - 4-E JAN 2 4 1989 -, e e Maintenance Division, and; stan Scholl, Director of General services, made the final selection. Employees selected to receive the General Services Employee Recognition Award are: John Schwab, Recycling Division George Ligans, Water Division Robert Farrier, Electrical Facilities Division Randall Alioth, Fleet Maintenance Division Atossa Soltani, Water Division Aurelio Sanchez, Public Facilities Maintenance Division For outstanding Overall Job Performance George Ligans - Dependable, conscientious, reliable, and pleasant are just a few of the qualities Water Leader George Ligans has displayed in his 24 years of service with the Water Division. George's knowledge of the water system is invaluable as is his commitment to quality of work, maintenance of equipment, and safety of his fellow employees. Robert "Neil" Farrier Neil has been employed as a radio technician for over 16 years and during this time has proven to be a most loyal and hard working employee. Neil has maintained an outstanding attendance record, never complains about difficult job assignments, and constantly maintains a positive attitude toward his supervisors and others with whom he carnes in contact. - 2 - e e Aurelio Sanchez - For six years, Aurelio has been employed as a carpenter in the Public Facilities Maintenance Division. Aurelio possesses many technical skills that facilitate the completion of projects at substantial savings in cost and time to the City. For Job Performance Which Enhanced the Public Image of the Department Randall Al ioth Randy has been employed as a Mechanic in the Fleet Maintenance Division for the past nine years. During this time, he has proven his dedication toward his work and to the City by responding to a number of emergency situations. One example of such an emergency was in January, 1988, when Randy worked single-handedly all night in an attempt to drain the beach parking lot of the continuous storm and ocean water which was expected to damage the cirque du Soleil and other properties. Randy's commitment to his work during this emergency was greatly appreciated by the Cirque du Soleil and others. Atossa Soltani - Atossa has consistently given over 100% to the tasks at hand. Although hired as an Administrative Analyst, Atossa was soon asked to assume the duties of a vacant Conservation Coordinator position. Through her own initiative, she educated herself in the field of conservation and very quiCkly proposed and implemented new, innovative and far-reaching programs for the city. Throughout the development and implementation stages for the emergency water conservation program, Atossa was very aware of the need for public involvement and support. She has consistently responded to requests and - 3 - ~ e e complaints from citizens with patience, tact, and professional courtesy. John Schwab - with Recycling I s increased responsibilities for hazardous materials management, John has accepted additional responsibilities for spill response, overseeing in-house storage and disposal of hazardous materials, and involvement in designing and planning the Household Hazardous Waste Collection Center. To gain the knowledge of hazardous materials needed for these new responsibilities, John has done significant research on his own time. Because of this extra effort, John has become increasingly knowledgeable of hazardous materials management and has been able to assist Captain Jim Hone of the Santa Monica Fire Department both in actual responses to spills and in writing procedures for compliance with hazardous materials handling regUlations. Additionally, John organized the City's temporary storage area for hazardous wastes including required placarding, fire extinguishers, divisions between material types and absorbent, designed an entry log for all materials stored there, and conducted training sessions for City staff to explain its use. John checks this area daily and has greatly reduced the number of unidentified containers that used to appear throughout the Yards.
