IntroductIon
ThIS report recomme~ds that the CIty Council present awards to
fou~ General SerVIces' employees who have been selected for spe-
clal recognItIor, by theIr superVIsor and theIr peers.
Background
The General SerVIces Departmer.t establIshed a program In 1979 to
recognIze our employees who prOVIde outstandIng serVIces to the
Department. The program IS deSIgned to recognIze those employees
who meet the fol10WIr,g crIterIa:
1. OutstandIng overall Job performance.
2. Developed a r-ew means of savI~g tIme or money In the
performar,ce of a Job;
3. Performed a publIC serVIce beyond hIs/her job duties;
4. ContrIbuted an Idea that has Improved Job safety;
IrdlVIduals may be r.omlnated by theIr superVIsor or fellow em-

The EvaluatIon CommIttee selected the followIng four employees as

Slr,ce assumIrg dutIes of pUblIC works permIt processl~g Linda has
Increased permIt related revenues by 50% or an estimated $40,000
addItIonal over preVIOUS years.
LI~da, on her own InItIatIve, discovered over $20,000 i~ permIt
fees that had not been charged to Gas and ElectrIC utIlItIes, ar.d
recovered the full amount of these preViously uncollected fees.
She has been able to perform a substar.tIal amount of draftl~g
proJects l~ addItIon to permIt processlr.g where her predecessor
was only able to perform pe~mlt work.
LInda presents a very pleasar,t atmosphere for public works
clients and makes the permIt process a more pleasar-t experIence.

William Per.ney, Street MaIntenance
Ir less than one year wIth the CIty, WIllIam has shown good
leadership qualitIes WhICh have resulted it, respect a~d hIgh
morale from the employees worklrg under him. ThIS ir. turn has
resulted In a 15% Increase In copcrete removal and replacement.
WIllIam has completed complex projects such as the Recycle Ramp,
a large slab at MechanIcal MaInter.ance and the Sump and Trough at
the same locatIor..
EddIe Greenberg
DurIrg EddIe's 5 years wIth the CIty, 95% of hIS time has been
spent on the assIgnment of maIntaInIr.g the ThIrd Street Mall.
EddIe exemplIfIes the ultImate dedIcatIOn of a CIty employee wIth
hIS co~cern about the qualIty of hIS work and the level of ser-
VIce to the communIty.
EddIe's offIcIal title IS Laborer I. Normally a Laborer I per-
forms baSIC hand labor tasks such as cleanIng, rakIr.g, shoveling
asphalt, with very close supervisior.. In EddIe Greenberg'S case
however, he Views hIS assIgnments on the Mall as more than Just a
Laborer I Job. On r,umerous occasions he has gone out of hIS way
to help enforce CIty polICIes regardIng actIVItIes on the Mall
such as placIr,g sandwich board SIgr,S without approval even though
thIS 1S not part of hIS Job descr1ptIo~. He also has wItnessed
several criml~al actiVItIes such as purse snatch1~g and has
helped WIth aprehendIr.g the suspect.

EddIe always has a smIle on hIS face to greet the Mall merchants,
the publIC and his fellow CIty staff. He has saId on many occa-
SIO~S that he IS very grateful to be able to provIde the serVIce
that he does to the CIty of Santa Mor-lca. He VIews hIS Job as
beIng vItal ard fulflllir.g.
SInce he IS so Involved In hIS Job and the well beIng of the
ThIrd Street Mall, he frequer,tly makes suggestIons for Improvl~g
operatIons on the Mall, several of WhICh have been adopted.
WillIam Martin, ElectrIcal FaCIlItIes
BIll has bee~ Instrumental In the deSIgn, construction and ir,-
stallatlor of a computer grade power system, and desigred, con-
structed and irstal1ed a data processing cable splIttIng deVIce
that has saved the City many person hours and thousands of
dollars.
BIll also has saved the CIty money by learnIng (on hIS owr.) baSIC
telephore CIrCUItry and has beer. able to relocate, modify and
I~stall telephone eqUIpment and related cable. ThIS has enabled
our dIVISIon to avoid long delays In recent construction
projects.

It IS recommended that the CIty Council JOIn wIth the staff of
the General ServIces Department If. congratulating all the
nominees and In recognIzIng the outstanding serVices of Llnda
Childers, WIlliam Penney, EddIe Greenberg and WIlliam MartIn by
presentI~g the departmental awards to the recipients.
