Introductlon
Th1S report request the Clty Counc1l adopt a resolutlon sett1ng a
publ1C hearlng for February 14, 1984. for the establishment of
an undergroundlng utll1ty d1strlct in the area bounded by
Colorado, Broadway and the property llnes on the east and west
sldes of Twenty-s1xth Street.
Background
Colorado Avenue between Lincoln Boulevard and Yale Street was
deslgnated by the Clty Council 1n 1980 to be a street where by
1986 the utll1ty companles must place eXlst1ng llnes underground.
The work from Cloverfleld Boulevard to Yale Street is belng
des1gned at thlS t1me and the work wlll be done 1n 1984. The
Edlson Company has determlned that for very llttle add1t1onal cost
26th Street between Broadway and Colorado Avenue could be 1ncluded
to "clean up" the entlre area.
The cons1derable number of ut1lity poles 1n the proposed sect10n
of the C1ty presents an uns1ghtly appearance and a potentlal
hazard to lncreased pedestr1an traff1c antlc1pated due to the
Welton Beckett development.
Because of thlS condit1on 1t lS
deSlrable to remove the poles and aer1al serV1ces.

Property owners w1ll be responsible for the costs 1nvolved 1n
underground1ng the serVlces from the property l1ne to the1r
bUlld1ng.
ThlS work has already been done on some of the
propert1es.
For those Wh1Ch rema1n, owners are requ1red to have
prlvate contractors do the work. The cost var1es wlth the size of
the bUlld1ng and the age of the bUlldlng, but normally 1S between
$500 and $2,000.

There is no bUdget or flnanc1al 1mpact.
Recommendatlon
It 1S recommended that the Clty Councl1 adopt the attached
Resolut1on settlng a publlC hearlng for February 14, 1984 to
establlsh an undergroundlng ut1l1ty dlstrlct in the area bounded
by Colorado, Broadway and the property lines on the east and west
s1des of Twenty-slxth Street.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA DESIGNATING THE AREA BOUNDED
BY COLORADO, BROADWAY AND THE PROPERTY lINES
ON THE EAST AND WEST SIDES OF TWENTY-SIXTH
STREET AS AN UNDERGROUND UTILITY DISTRICT,
ORDERING THE REMOVAL OF POLES, OVERHEAD WIRES,
AND ASSOCIATED OVERHEAD STRUCTURES THEREFROM,
AND ORDERING THE UNDERGROU~D INSTALLATION OF
WIRES AND FACILITIES FOR SUPPLYING ELECTRIC,
COMMUNICATIONt AND SIMILAR OR ASSOCIATED
SERVICE.
WHEREAS, the Clty Councl1 on June 25, 1968, dld adopt
Ordinance No. 773 (Clty Councll Serles), adding Chapter 9 to
Artlcle VIr of the Santa Monlca Munlclpal Code, establlshing
regulatlons and procedures for overhead and underground utility
facilitles; and
WHEREAS, the Clty Council t on February lIt 1969, dld
adopt an approved utlllty undergrounding program; and
WHEREAS, the Clty Councl1 deslres to designate the area
bounded by Colorado, Broadway and the property llnes on the east
and west sldes of Twenty-slxth Street; and
WHEREAS, the Clty Councll of the City of Santa Monica
hereby finds that such undergrounding is in the general pUblic
lnterest for the followlng reasons:
1. Such urdergroundlng wlll ellminate an unusually
heavy concentratlon of overhead dlstributlon
facllities;

2. Sald street 15 extenslvely used by the general
pub11C a~d carrles a heavy volume of vehlcular
trafflC; and
3. Said street passes through an area WhlCh would
benefit from the aesthet1c lmprovement
resultlng from such unde~ground1ng.
NOW~ THEREFORE~ THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That sald C1ty Counc1l proposes to 1nlt1ate
proceed1ngs for the establ1shment of an Underground Util1ty
Distr1ct in the area bounded by Colorado~ Broadway and the
property line on the east and west sides of Twenty-sixth Street~
all withln the City of Santa Monica.
SECTION 2. That not1ce hereby 1S glven that on Tuesday
the 14th aay of February, 1984~ at 7:30 P.M. 1n the Council
Chambers located 1n the Clty Hall, 1685 Main Street~ Santa ~onica~
Cal1forn1a, there shall be a publ1C hear1ng before said City
Counell for the purpose of determining whether the public
necessity, health~ safety or welfare requ1res the above described
improvement.
SECTION 3. That the City Clerk shall give notice of the
hearing by posting a copy of thlS resolutlon on the Councll
Chamber door and by notifying all affected oroperty owners as
shown on the last equalized assessment roll and utilltles
concerned by mall of the t1me and place af such hearlng at least
ten (10) days pr10r to the date thereof.

That the Clty Clerk hereby 1S dlrected to
PUbtlSh thlS resolutlon in the Eve~ing Outlook on two succeSSlve
dates. the flrst publlcatlon to be made not less than ten (10)
days prlor to the date of the above public hearlng.
SECTION 5. The Clty Clerk shall certlfy to the adoptlon
of thlS Resolutlon. and thenceforth and thereafter the same shall
be 1n full force and effect.
