Introductlon
ThlS report requests the Clty Counell to hold a publlC hearlng on
the extenslon of an undergroundlng utlllty dlstrlct ln the area
bounded by Colorado, Broadway and the property llnes on the east
and west Sldes of Twenty-Slxth Street.
Background
The Clty of Santa Monlca. Southern Callfornla Edlson Co. (SCE),
and General Telephone Company (GTE). have been lnvolved ln
undergroundlng the aerlal facllltles ln the Clty for the past 15
years.
POllCY set by the California PubllC Utllltles Commlsslon
requlres that 2% of gross revenues collected wlthln a clty be set
aSlde to underground utlllty cables and Wlres and ellmlnate
utlllty poles on arterlal streets and ln other areas of general
publlC beneflt as specified by the Clty Caunell. Clty staff
works wlth SCE and GTE to determlne ln WhlCh ellglble areas the
faCllltles
can be placed underground.
As utlllty revenue
allocatlons become avallable, Clty staff recommends to Clty

proJects.
The declslon to underground utllltles on Colorado was
made ln 1978 by a prevlous Clty Councll. The work on Colorado
from Cloverfleld Boulevard to Yale Street wlll be done ln 1984.

The Ed1son Company has determ1ned that for very llttle add1tlonal
cost Twenty-S1xth Street between Broadway and Colorado Avenue
could be 1ncluded to prov1de a un1form appearance 1n the area.
On January la, 1984, the Clty Councll ln1tlated proceedlngs to
extend the underground ut1llty dlstr1ct at the above descr1bed
locatIon (see attached map). Also, a publ1C hear1ng was set for
February 14, 1984, to determ1ne the necessIty of the descr1bed
1mprovements.
The conSIderable number of utI11ty poles 1n the proposed
undergroundlng utIlIty d1str1ct presents an unslghtly appearance
to thlS area. These poles also can be obstacles to pedestrIan
traff1C WhICh 1S antlc1pated to 1ncrease due to the Welton Becket
development. Because of thlS condlt1on 1t 1S deSlrable to remove
the poles and underground the aerlal serVlces.
All new underground facllit1es will be Installed wlthin street
flghts-of-way. All costs of undergroundlng and remOVIng overhead
facllltles WIll be borne by the Southern CalIforn1a EdIson
Company, General Telephone Company and Group W Cable.
Property owners 1n the ut1llty d1strlct wlll be responslble for
the cost of undergroundlng the serVlce connectlon from the
property llne to the1r bU1ldlng. Th1s work has already been done
on some of the propert1es. For those Wh1Ch rema1n, owners are
requ1red to have prIvate contractors do the work. The cost
varles w1th the S1ze and the age of the bUlldlng, but normally 1S
between $500 and $2000.

The City Councl1 of the C1ty of Santa Monlca, by Reso1utlon No. 6801(CCS) adopted
January 10, 1984, inltiated proceed1ngs for the establishment of an Underground
Utility Distrlct ln the area bounded by the center lines of Colorado, Broadway
and the East and West property lines of Twenty-sixth Street.
On Tuesday, February 14,1984, at 7:30 p.m., ln the Council Chambers in the City
Hall, 1685 Maln Street, Santa Monlca, the City Council will hold a public hear-
ing for the purpose of determlnlng whether the public necesslty, health, safety
or welfare requlres the above descrlbed lmprovement.
All costs of installing the underground facilities within the street rights of
way, and all costs of removing exist1ng overhead facilitles from within said
rlghts of way, w111 be borne by the Southern Callfornia Edison Company, the Gen-
eral Telephone Company and Theta Cable of California. However, if your property
presently 1S served overhead from this line you will be required to relocate your
electrlc, telephone and cable serVlce on your property at your expense. (Many of
the propertles in thlS area are already undergrounded as a requlrement of bUllding
remodel or constructlon.)
This work of convertlng the overhead serVlce to underground must be done by a
llcensed contractor 1n conformance with appllcable codes and the Southern Californla
Edison Company regulatlons. You may select any l1censed contractor you wish to
relocate thls service on your property.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA FINDING THE PUBLIC NECESSITY,
HEALTH, SAFETY AND WELFARE REQUIRES, WITHIN A
CERTAIN DESIGNATED AREA, THE UNDERGROUND
INSTALLATION OF WIRES AND FACILITIES
SUPPLYING ELECTRIC, COMMUNICATION OR SIMILAR
OR ASSOCIATED SERVICES AND DESIGNATING SUCH
CERTAI~ AREA AN UNDERGROUND UTILITY DISTRICT
AND ORDERING THE REMOVAL OF POLES, OVERHEAD
WIRES AND ASSOCIATED OVERHEAD STRUCTURES
WITHIN SUCH DISTRICT AND THE UNDERGROUND
INSTALLATION OF SUCH WIRES AND FACILITIES
WHEREAS, a public hearing has been duly and regularly
head pursuant to Resolution No. 6801 (City Council Series), on
the proposed improvement of an area bounded by Colorado, Broadway
and
the
east
and west sides of Twenty-Sixth Street by
undergroundlng of utllitles and appurtenant work thereto as
descrIbed In Resolut1on No. 6801 (CCS); and
WHEREAS, sa1d Improvement has been consldered fully,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAt~TA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION I.
The City Counc1l hereby finds the public
necessity,
health,
safety and welfare requlres the above
descrlbed improvement In such designated area.
SECTION
2 .
The C~ty Councl1 hereby finds such
undergrounding
is in the general public 1nterest for the
following reasons:
A. Such undergrounding will eliminate an unusually
heavy ~oncentratlon of overhead distrlbution facl1ities~ and
B. Said streets are extenslvely used by the general
public and carries a heavy volume of vehlcular trafflc.

SECTION 3.
The area bounded by Colorado, Broadway and
the east and west sides of Twenty-SIxth Street ~s hereby declared
to be an underground utility district as provided by the Santa
Monica Municipal Code.
SECTION 4.
The City Council hereby orders the removal
of all poles, overhead wires and associated overhead structures
from w~thin the des~gnated underground ut~llty distr~ct and the
underground ~nstallation there~ni of all WIres and fac~l~t~es
required for supply~ng electric, communlcation, or Slffillar or
assoc~ated serv~ce.
SECTIO~ 5.
The City Counc~l hereby flxes six (6)
months from the effective date of this resolution as the tlme
within wh~ch such removal and underground lnstallat~on shall be
accomplished.
SECTION
6.
Upon
the
effective date of th1S
resolution, the C1ty Clerk is directed to forthwith cOMply with
the provisions of Section 7906 of the Santa Monlca Municipal
Code.
SECTION 7.
The City Clerk shall certify to the
adoption of this R2so1ution,and thenceforth and thereafter the
same shall be 1n full force and effect.
