Establishment of an Underground Utillty Dlstrict.
On 16th Street From Sunset Avenue to Marine Street,
and on Marlne Street From 17th Street to Paula Drive.
Introductlon
This report recommends that the Clty Council adopt the attached
Resolutlon settlng a publlC hearing, and designating an area to
include 16th Street from Sunset AVenue to Marine Street, and
Marlne Street from 17th Street to Paula Drlve as an underground
utillty dlstrict and orderlng the underground lnstallation of
utllities.
(See attached map).
Background
In 1967, the Callfornia Public Utllities Commission (CPUC),
dlrected electrlc utllitles to convert thelr aerial utll1ty poles
and wiring to underground facilities throughout the State at
thelr own expense.
The utillties have establlshed a trust fund
from WhlCh an amount (2% of revenues) is allocated annually to
cltles with an established and actlve program for undergroundlng
utillties.
The utillty companles developed regulatlons which are
known as Rule 20 of Callfornla Public Utllltles Commission
Sectlon 8209.
These regulations state that utlllties will be
placed underground in accordance wlth the following regulatlons:

.after consultations w~th the Company and after
holding public hear~ngs on the subject, that such
underground~ng ~s in the general public interest for
one or more of the following reasons:
(1) Such underground~ng will avo~d or eliminate an
unusually heavy concentration of overhead electric
facil~ties;
(2) The street or road or r~ght-of-way is extens~vely
used by the general public and carr~es d heavy
volume of pedestrian or veh~cular traff~c; and
(3) The street or road or right-of-way adjoins or
passes through a civic area or publ~c recreatlon
area or an area of unusual scenic interest to the
general public."
The C2ty has such a program and has ldentifled port2ons of the
C2ty (known as d2strlcts) which wlll be undergrounded 2ll order of
priority.
Completed distrlcts include Ar~zona Avenue between 6th
Street and 20th Street.
Those dlstrlcts currently in progress
are 4th and 5th Court from Broadway to Wilshlre Boulevard,
Colorado Avenue from Lincoln Boulevard to Yale Street and the
Pac~flc Coast Hlghway from the northern Clty limits to Seaside
Terrace.

to Yale Street met the following P.D.C. criteria:
1. Such underground1ng would avoid or eliminate an
unusually heavy concentration of overhead electrlc
fac1litles, and
2. The street or road or right-af-way 1S extensively used
by the general publlC and carries a heavy volume of
pedestrian or vehlcular traffic.
The district consisting of the Pac1fic Coast H1ghway from the
northern City Llmlts to Seaside Terrace met the following P.U.C.
cr1teria:

facilities, and
2. The street or road or r~ght-of-way is extensively used
by the general publ~c and carries a heavy volume of
pedestrian or vehicular traff~c; and
3. The street or road or r~ght-of-way adJo~ns or passes
through a c~vic area or publlC recreatlon area or an
area of unusual scenic interest to the general public.
Staff now wishes to add an add~t~onal dlstr~ct and to change the
order of the priority of complet~on of the distrlcts. Staff
recommends the ~nclus1on of the Marine Park project at the top of
the pr~ority I1st.
Approval of this project will delay projects prev~ously approved
by Council for undergrounding. These projects are:
- Colorado from 14th Street to Yale
- 4th and 5th Court-Broadway to Wilshire Boulevard
The Marlne Park area 1S recommended as an underground utility
distr~ct because of the locat~on of the Southern Cal~fornla
Edlson Company's substation adjacent to this communlty
recreatlonal facil~ty and the slgniflcant amount of interest from
residents in this area.
Although there are five substations
located wlthin the City l~mlts, this is the only one adjacent to
a recreational facl1ity.
Res1dents in this area have been quite
vocal ~n their concern for undergrounding utilities. On

September 26, 1985 City staff and Ed1san Company staff met with
30 residents to discuss the feas1bil1ty costs and timing of the
proposed proJect. At this meeting Staff agreed to consider
includ~ng the Marine Park distr1ct 1n the C1ty'S ut1l1ty
undergrounding plans.
Staff cons1ders th1s project to be of higher pr1or~ty than the
4th and 5th Court or Colorado project because of the impact that
the heavy concentrat~on of overhead transmiss10n wires and poles
has on the publ1c park and the res1dents of the area.
The wires
and poles on Colorado and on 4th Court and 5th Court are not as
concentrated and uns1ghtly to motor~sts and shoppers as they are
to reS1dents and park users 1n the Marine Park Distr1ct.
Also,
some of the area res1dents have reported 1nterference w1th
telev1sion reception presumably wh1ch is caused by the overhead
wires.
The project, if approved, w11l require 3 to 4 years to complete.
The entire cost of install~ng the new underground faci11t1es
w~th1n these street rights-of-way and all costs of removing the
overhead fac~lities will be approximately SI,OOO,OOO and w~ll be
borne by Ed1son. If approved, the project could begin sometime
in 1986, but would not be completed unt11 approximately 1990
because of the annual funding l~mits for utility underground work
in Santa Monica.
BUDGET AND FISCAL IMPACT
All costs of the underground1ng project are borne by the utility.

There are no property owner hookup costs s~nce the facilit1es are
reg10nal and do not serve the residences directly.
RECOMMENDATION
It ~s recommended that the City Counc11 adopt the attached
Resolut1on setting the public hearingt and init1ating the
estab11shment of the underground d1strict.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SETTING A PUBLIC HEARING,
DESIGNATING THE CERTAIN AREA BOUNDED BY SUNSET
AVENUE, MARINE STREET, 17TH STREET AND PAULA
DRIVE AS AN UNDERGROUND UTILITY DISTRICT,
ORDERING THE REMOVAL OF POLES, OVERHEAD WIRES,
AND ASSOCIATED OVERHEAD STRUCTURES THEREFROM,
AND ORDERING THE UNDERGROUND INSTALLATION OF
WIRES A~D FACILITIES FOR SUPPLYING ELECTRIC,
AND SIMILAR OR ASSOCIATED SERVICES.
WHEREAS, the City Council on June 25, 1968, d~d adopt
Ord~nance No. 773 (C~ty Counc~l Series), addlng Chapter 9 to
Art~cle VII of the Santa Monlca llunicipal Code, establish~ng
regulations and procedures for overhead and underground ut~l~tles
fac~l~t~es, and
WHEREAS, the C~ty CouDell, on February 11, 1969 did
adopt an approved ut~llty undergrounding program; and
WHEREAS, the Clty Counc~l desires to deslgnate the area
bounded by Sunset Avenue - Mdr~ne Street - 17th Street - and
Paula Drive an Underground Utll1ty D~strlct; and
WHE~EAS, the C1ty Councll of the Clty of Santa Monlca
hereby f~nds that such undergroundlug lS ~n the general public
i3terest ror the followlng reasons:
1. Such undergroundlng wlll el1minate an unusually
heavy concentratlon of overhead distrlbution
racllltles;

2. Said street passes through an area which would
benef~t from the aesthetic improvement resulting from
such undergrounding.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
That sa~d City Counc~l proposes to initiate
proceed~ngs for the establishment of an Underground Ut~lity
D~strict bounded by Sunset Avenue - Mar~ne Street - 17th Street
and Paula Drive, all w~thin the City of Santa Mon~ca.
SECTION 2.
That not~ce hereby is g~ven that on
Tuesday, December 10, 1985 ~n the Counc~l Chambers located in the
City Hall, 1685 Ma~n Street, Santa Mon~ca, California, there
shall be a publ~c hear~ng before sa~d C~ty Council for the
purpose of determ1n1ng whether the pub11c necess~ty, health,
safety or welfare requ1res the above descr1bed 1mprovement.
SECTION 3.
That the C~ty Clerk shall g~ve notice of
the hear~ng by post~ng a copy of th1s resolut~on on the Counc11
Chamber door and by not~fy~ng all affected property owners as
shown on the last eaual~zed assess~ent roll and ut~l~ties
concerned by ~a~l of the t~me and place of such hear~ng at least
ten (10) days prlor to the date thereof.
SECTION 4.
That the C~ty Clerk hereby 15 d1rected to
publish thlS re501ut~on ~Q the Eveu1ug Outlook on two succeSS1ve
dates, the fLrst publlcatlon to be made not less than ten (10)
days pc~or to the date or the above publ~c hear~ng.

The City Clerk shall certify to the
adoption of this Resolut~on and thenceforth and thereafter the
same shall be in full force and effect.
