Utllity Dlstrlct on 16th Street from Sunset Avenue to
Marine Strtet, and on Marine Street from 17th Street to
Paula Drive
Introduction
This report requests the City CounCll to hold a publlC hearing on
the establlshment of an undergrounding utility dlstrlct on 16th
Street from Sunset Avenue to Marine Street, and on Marlne Street
from 17th Street to Paula Drive.
Background
As stated ln the staff report of November 26, 1985, the City of
Santa Monlca has been lnvolved ln undergroundlng the aerlal
facilities ln the Clty for more than 15 years.
Past policy had
been set by the Callfornla PUC which requires that 2% of gross
revenues collected withln a Clty be set aside for undergrounding
work on arterial streets and other areas of general public
beneflt as specified by the City Councll.
The Marlne Park ared is recommended as an underground utility
district because of the locatlon of the Southern California
Edlson
Company's
substatlon

to

communlty
recreational facillty and the significant amount of lnterest from
resldents in thl.:; area.

Reommendat~on
It is recommended that the City Council:
1. Open the public hearl.ng.
2. Close the publlc hear~ng and acknowledge any protests;
and
3. Adopt the attached resolutl.on establishlng an undergroundl.ng
utillty d~strict on 16th Street from Sunset Avenue to Marl.ne
Street, and on Marlne Street from 17th Street to Paula Drlve.

The City Councll of the Clty of Santa Monlca, by Resolution Xo. 7119 (CCS)
adopted ~avember 26, 1985, inltiated proceedings for the establishment of
an Underground Ctility District on 16th Street from Sunset Avenue to Marine
Street, and on Marlne Street from 17th Street to Paula Drlve.
On Tuesday, December la, 1985, at 7:30 p.m., ln the Cauncll Chambers, ln the
City Hall, 1685 Maln Street, Santa ~onica, the City Cauncll wlll hold a public
hearlng for the purpose of determinlng whether the publlC necessity, health,
safety or welfare requlres the above described improvement.
All costs of installlng the underground faclllties wlthln the streets rlghts-
of-way, and all costs of removing eXlstlng overhead facllitles from within
sald rlghts-of-way, wlll be borne by the Southern California Edlson Company.
You, as a property Olvuer ln the Dlstrlct, or your representltive(s), may appear
at the public hearing and speak before the Clty Council regarding the proposal.

WHEREASt said improvement has been considered fully;
NOWt THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS.
SECTION 1.
The City Council hereby f~nds the publl.c
necessitYt
healtht

and
welfare
requires
the
above
described improvement in such designated area.
SECTIO~ 2.
The
City Council
hereby finds
such
undergrounding is ~n the
general
publl.c
interest
for the
following reasons:
A. Such undergrounding will eliminate an unusually
heavy concentration of overhead distribution facilities; and
B. The str~et or road or rights - of - way adjoins or
passes through a civic area or public recreation area or an area
~ . .
of unusual scenic interest to the general pub11c.
SECTION 3.
The area on 16th Street from Sunset Avenue
to Marine Street. and Marine Street from 17th Street to Paula
Drive is hereby declared to be an underground ut1lity d1strict as
provided by the Santa Monica Municipal Code.
SECTION 4.
The City Council hereby orders the removal
of all poles, overhead wires and associated overhead structures
from within the designated underground utllity district and the
underground installatlon therein of all wires and facilities
required for SUPplYlug electric service.
SECTION
5 .
Upon
the
effective
date
of
t hi s _
resolution, the City Clerk is directed to forthwith comply wlth
the provisions of Section 7906 of the Santa Monica Municipal
Code.
SECTION 6.
The City Clerk shall certify to the
adoptlon of this Reso.1.lition and thenceforth and thereafter the
same shall be in full force and effect.
