SUBJECT: Amendment of the BoundarIes of the MarIne Park
Underground Utlllty DIstrict.
IntroductIon
ThIS report recomMends that the CIty Councll adopt the attached
ResolutIon settlng a publlc hearlng for the purpose of amendlng
the boundaries of the Marlne Park Underground Utllity DIstrlct
from the area bounded by Sunset Avenue, Marlne Street, 17th
Street and Paula DrIve, to the area on Marlne Street from 17th
Street to Frederick Street, on 16th Street from Sunset Avenue to
Dewey Street and on Dewey Street from 16th Street to Robson
Avenue and orderIng the underground Installatlon of utllities.

Background
On June 25, 1968, the Santa Monlca Clty CouncIl adopted Ordlnance
No. 773 (Clty Councll Serles), addIng Chapter 9 to ArtIcle VII of
the Santa MonIca MunIclpal Code, establlshlng regulatlons and
procedures for overhead and underground utlllties.
In accordance wlth the above, on November 26, 1985 the Santa
Monica Clty Councll deSignated the area bounded by Su~set Avenue,
Marlne Street, 17th Street, and Paula Drlve as an underground
utIllty distrlct. Thls area was deslgnated as an underground
utllity dlstrlct as a result of the Southern Californla Edlson
Company haVIng a hlgh volume of reglonal transmisslon Wlres

emanatI~g from an electrical substation in the Immediate
community, and due to the fact that the streets WIthin the
boundaries of the distrIct adJOIn a publIC recreatIon facIlltYJ
namely, MarIne Park.
On Marc~ 3, 1986 City Staff receIved a letter from the Southern
CalIfornia Edison Company indIcating that an extenSIon of the
eXIstIng bou~darles of the MarIne Park Underground DIstrict IS
deSIrable.
ImplIcatIons
The most salIent change to be noted In the extendIng of the
proJect's boundarIes IS that two reSIdentIal properties will now
become Involved. WIthIn the current boundarIes, reSIdents are
not reqUIred to underground electrIcal serVIce to theIr homes
because the faCilitIes are regional and do not dIrectly serve any
houses. The extended boundarIes as recommended In thIS report,
require two (2) reSidential property owners, WhICh receIve
electrical serVIce from the aerIal power lines WhiCh are slated
for undergroundlogJ to share the cost of undergroundIng the
electrical utIlity serVice lInes that supply power to their
homes. Owners are reqUIred to pay for the connection from the
property lIne to the bUIldIng, WIth the utIlIty company paying
for the portion of the serVIce from the ~aln line to the property
lIne. ThIS IS common In all of the preVIOUS fIve underground
utIlIty dIstricts WIthin the CIty of Santa Monica.

Budget and FIscal Impact
All costs of the undergroundIng project are borne by the utIlIty
and IndIVIdual property owners. There IS no budget or fIscal
Impact to the CIty.
RecommendatIon
It IS recommended that the CIty CouncIl adopt the attached
Resolution settIng the publIC hearIng, and InItIating the
amendment of the boundarIes of the MarIne Park Undergroundlng
DIstrIct.

proceedIngs for amendIng the boundar1es of the Mar1~e Park
D1str1ct bounded by Sunset AVenue - MarIne Stree: - 17th Street -
and Paula Dr1ve, all wlth1n the C1ty of Santa Mon1ca, to an
underground utlllty dIstrIct bounded by Sunset Avenue - Dewey
Street - 17th Street - and Frederick Street, all wIthIn the City
of Santa Mon1ca.
SECTION 2. That not:ce hereby IS g~ven that on
Tuesday, June 10, 1936, 1n the Councll Chambers located 1n the
CIty Hall, 1685 Mal~ Street, Santa ;fo~lca, Callforn:a, there
shall be a publlC hearing before sa:d C1ty Cour.c:l for the
purpose of deter~ln11g whether t~8 publIC necessl:y, health,

On Tuesday, June 10, 1986, at 7:30 pm, in the Council Chambers,
