SUBJECT: Amendment of the BoundarIes of the MarIne Park
Underground UtilIty DIstrict.
IntroductIon
ThIS report recommends that the City CouncIl adopt the attached
ResolutIon settIng a publIC hearIng for the purpose of amendIng
the boundarIes of the MarIne Park Underground UtIlIty DIstrict
from the area bounded by Sunset Avenue, MarIne Street, 17th
Street and Paula DrIve, to the area on MarIne Street from 17th
Street to FrederIck Street, on 16th Street from Sunset Avenue to
Dewey Street and on Dewey Street from 16th Street to Robson
Avenue and orderIng the underground InstallatIon of utllIties.

Backgro_und
On June 25, 1968, the Santa Monica CIty Councll adopted OrdInance
No. 773 (City CounCIl SerIes), addIng Chapter 9 to ArtIcle VII of
the Santa Monica Munlclpal Code, establIshing regulatIons and
procedures for overhead and underground utIlitIes.
In accordance WIth the above, on November 26, 1985 the Santa
MonIca CIty CounCIl deSIgnated the area bounded by Sunset Avenue,
MarIne Street, 17th Street, and Paula Drive as an underground
utilIty dIstrIct. This area was deSignated as an underground
utIlIty dIstrIct as a result of the Southern CalIfornia EdIson
Company haVIng a hIgh volume of regIonal transmIssion WIres

emanating from an electrical substation in the Immediate
community, and due to the fact that the streets within the
boundaries of the district adJo1n a public recreation facility,
namely, Mar1ne Park.
On March 3, 1986 City Staff receIved a letter from the Southern
Cal1fornla Edison Company Ind1catlng that an extenSIon of the
eXIst1ng boundaries of the Marine Park Underground District 1S
des1rable 1n order to fully comply w1th the criter1a that
quallf1es th1s area as an underground utll1ty dlstr1ct. The
speclflc criter1a is "That the street or road or right-of-way
adjoins or passes through a civic area or pUblic recreatlon area
or an area of unusually scenic 1nterest to the general public."
Therefore Southern Cal1forn1a Edison recommends that the
boundar1es be extended 1n order to elim1nate the overhead
electric fac1l1t1es that passes through Marine Park on the
easterly slde, from Marine Street to Dewey Street.
Impl1cations
The most slgn1f1cant change to be noted 1n the extend1ng of the
proJect's boundaries 1S that two residentIal propert1es will now
become 1nvolved. W1th1n the current boundar1es, residents are
not required to underground electrIcal service to their homes
because the faCll~tles are regIonal and do not dlrectly serve any
houses. The extended boundaries as recommended 1n this report,
reqU1re two (2) res1dentIal property owners, WhICh rece1ve
electr1cal serV1ce from the aerial power lines which are slated
for undergroundlng, to share the cost of underground1ng the
electrical utIllty serVIce lInes that supply power to theIr

homes. Owners are requIred to pay for the connection from the
property llne to the bUlldlng, wIth the utIlIty company paYIng
for the portIon of the serVIce from the main lIne to the property
lIne. ThIS IS common in all of the preVIOUS fIve underground
utIlIty dIstrIcts withIn the City of Santa MonIca.
Budget and Fiscal Impac!
All costs of the undergrounding project are borne by the utIlIty
and IndiVIdual property owners. There IS no budget or fIscal
Impact to the CIty.
RecommendatIon
It IS recommended that the CIty CouncIl adopt the attached
ResolutIon setting the publiC hearing, and Initiating the
amendment of the boundaries of the Marine Park Undergroundlng
District.

(CITY COUNCIL SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA FINDING THE PUBLIC NECESSITY,
HEALTH, SAFETY AND WELFARE REQUIRES WITHIN A
CERTAIN DESIGNATED AREA, THE UNDERGROUND
INSTALLATION OF WIRES AND FACILITIES
SUPPLYING ELECTRIC SERVICESJ AND DESIGNATING
SUCH CERTAIN AREA AN UNDERGROUND UTILITY
DISTRICT AND ORDERING THE REMOVAL OF POLES,
OVERHEAD WIRES AND ASSOCIATED OVERHEAD
STRUCTURES WITHIN SUCH DISTRICT AND THE
UNDERGROUND INSTALLATION OF SUCH WIRES AND
FACILITIES.
WHEREAS, by Resolution Number 7128 eGCS), the CIty
CouncIl establIshed an Underground Utility District on 16th
Street from Sunset Avenue to MarIne Street and on Marine Street
from 17th Street to Paula Drive; and
WHEREASJ the City CouncIl deslres to expand the
Underground UtIllty DIstrict to lnclude the following addltlonal
streets: 16th Street from Marlne Street to Dewey Street, Marlne
Street from Paula DrIve to Frederick Street, and Dewey Street
from 16th Street to Robson Avenue; and
WHEREAS, a publlc hearIng has been duly and regularly
held pursuant to Resolution 7214 eCCS) on the proposed eXpansIon
of the Underground UtIlIty DIstrict establIshed by Resolutlon
Number 7128 eCCS); and
WHEREAS, saId lmprovement has been consldered fully,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City CouncIl fInds the publIC
neceSSIty, health, safety and welfare reqUIres the above
descrIbed improvement In such desIgnated area.
SECTION 2. The CIty Council hereby fInds such
undergroundlng IS In the general publIC Interest.
A. Such undergroundlng will eliminate an unusually
heavy concentration of overhead dIstrIbution faCIlities; and
B. The street or road or rIghts-of-way adjOInS or
passes through a CIVIC area or public recreation area or an area
of unusual scenic Interest to the general pUblIC.
SECTION 3. The Underground UtIlity District
establIshed by ResolutIon Number 7128 (CCS) IS enlarged to
include the following additIonal streets: 16th Street from
Marine Street to Dewey Street, Marine Street from Paula DrIve to
FrederIck Street, and Dewey Street from 16th Street to Robson
Avenue.
SECTION 4. The CIty CounCIl hereby orders the removal
of all poles, overhead WIres and assocIated overhead structures
from WIthin the desIgnated underground utIlIty district and the
underground InstallatIon thereIn of all WIres and facIlItIes
reqUIred for SupplYIng electrIC serVIce.

SECTION 5. Upon the effectIve date of thIS reSOlutIon,
the CIty Clerk IS directed to forthwIth comply wIth the
provISIons of sectIon 7906 of the Santa MonIca MunicIpal Code.
SECTION 6. The Clty Clerk shall certlfy to the
adoptIon of this ResolutIon, and thenceforth and thereafter the
same shall be In full force and effect.

Number 7214 (CCS) adopted May 13, 1986, InItiated proceedIngs for
the amendment of the Marine Park UtIlIty Underground District
from that certaIn area bounded by MarIne Street - Sunset Avenue -
17th Street - and Paula DrIve; to the area on MarIne Street from
17th Street to FrederIck Street, on 16th Street from Sunset
Avenue to Dewey Street and o~ Dewey Street from 16th Street to
Robson Avenue.
On Tuesday, June 10, 1986, at 7:30 pm, in the Council Chambers,
in the CIty Hall, 1685 MaIn Street, Santa Monica, the City
Council wlll hold a pUblIC hearIng for the purpose of determinIng
whether the publIC neceSSIty, health, safety or welfare reqUIres
the above descrIbed Improve~ent.
