IntroductIon ThIS report recommends that the CIty Counc1l adopt the attached ResolutIon amendIng the boundarIes of the MarIne Park Underground UtIlIty DistrIct from the area bounded by Sunset Avenue, MarIne Street, 17th Street and Paula Drive, to the area on MarIne Street from 17th Street to Frederick Street, on 16th Street from Sunset Avenue to Dewey Street and on Dewey Street from 16th Street to Robson Avenue and orderIng the underground Installation of utIlItIes. (See attached map). Back&round On June 25, 1968, the Santa MonIca City Council adopted OrdInance No. 773 (City Council Series), addIng Chapter 9 to ArtIcle VII of the Santa MonIca MunIcipal Code, establIshing regulations and procedures for overhead and underground utIlItIes. In accordance With the above, on November 26, 1985 the Santa Monica CIty CouncIl deSIgnated the area bounded by Sunset Avenue, MarIne Street, 17th Street, and Paula DrIve as an underground utIlity distrIct. ThIS area was deSIgnated as an underground utilIty distrIct as a result of the Southern CalifornIa EdIson Company having a high concentration of regional transmIssIon Wires emanatIng from an electr1cal substation 1n the ImmedIate 5-A JUM 2" 1& . . area, and due to the fact that the electr1cal facilltIes adJoIn a publlc recreatlon faCIlIty, namely, MarIne Park. On March 3, 1986 the Southern CalIfornIa EdIson Company Indicated that an extensIon of the eXIsting boundarIes of the MarIne Park Underground DIstrIct lS desirable In order to more fully comply wIth the criterIon that makes thIS area eligIble to be an underground utIlity distrIct. The specifIC cr1terIon is "That the street or road or rIght-of-way adjOinS or passes throug~ a CiVIC area or publIC recreat10n area or an area of unusually scenIC Interest to the general publIC." Therefore Southern CalIforn1a Ed1son recommends that the boundarIes be extended In order to elImInate the overhead electrIC faCIlity that pass through MarIne Park on the easterly sIde, from MarIne Street to Dewey Street. All property owners In the affected area were notIfied by mall of the CIty'S Intention to contlnue the publIC hearIng (attached). ImplicatIons The most sIgnif1cant change to be noted in the extendIng of the proJect's boundar1es IS that two res1dential propertIes W1Il now become Involved. WIthIn the current boundarIes, reSIdents are not requIred to underground electrlcal service to their homes because the fac1litIes are regional and do not directly serve any houses. The extended boundarIes as recommended 10 th1S report Initially required two (2) residential property owners, who receive electr1cal service from the aerial power lInes which are slated for undergroundlng, to share the cost of undergrounding . . the electrical utilIty serVlce llnes that supply power to thelr homes. After recent discusslon wlth the utIllty company It has been determIned that no property owner wlll be requIred to underground the electrlcal utlllty serVIce lInes that supply power to theIr homes, Slnce the Edlson Company has desIgned the proJect whereby they can serve these two houses aerially from the rear, and still ellmlnate all the facillties which are planned for removal. The two (2) affected property owners were sent letters regardIng these changes (attached) In addltlon to the notIce of continuance of the publIC hearlng. Budget and FIscal Impact All costs of the undergroundlng proJect are borne by the utIlity company. There is no budget or flscal Impact to the CIty. RecommendatIon It lS recommended that the CIty Council hold the publIC hearlng, acknowledge protests, and adopt the attached Resolutlon InitIatlng the amendment of the boundarles of the MarIne Park Undergroundlng Dlstrlct. As you were previously notified, the Santa Monica City Council held a public hearing on Tuesday, June 10, 1986, for the purpose of determining whether the public necessity, health, safety or welfare required the above described improvement. At the June 10, 1986 meeting the Santa Monica City Council voted to contlnue the publlC hearing until June 2~, 1986 pending the receipt of further information. On June 24, 1986, at 7:30 pm, in the Council Chambers, in the Clty Hall, 1685 Main Street, Santa Monica, the public hearing will be continued. You, as a property owner in the district, will not be required to pay for thlS improvement. You or your representative(s) may appear at the public hearing and speak before the City Council regarding the proposed improvement. SECTIOH' . Upon the effective dote of thIS resolution, the City Clerk IS directed to forthwith comply with the prOViSions of sectIon 7906 of the Santa Monica MuniCipal Code. SECTION 6.
