SUBJECT: Recommendation to Set P'~ Hearing for October 14,
1986, to Confirm Assess;;~t~for the Undergrounding of
utilities at Various Location on Pacific Coast Highway
Introduction
This report recommends that the City Council set a public hearing
for October 14, 1986, to confirm assessments for the cost of
undergrounding utilities at 1313, 1421 and 1425 Ocean Front Walk
(properties backing on to Pacific Coast Highway) .
Background
A district was formed to underground the overhead utilities along
Pacific Coast Highway between Seaside Terrace and the northerly
City limits. The majority of the property owners complied with
the requirements of the district. However, three property owners
refused to perform the work. On December 10, 1985, the City
Council adopted Ordinance 1350 (CCS) adding section 7913,
"Enforcement of Undergrounding of Utilitiesll, to the Municipal
Code which allows the City to cause the work to be done and
assess property owners for the cost.
The City hired a contractor to underground the utilities at 1313,
1421 and 1425 Ocean Front Walk. The work has been completed and
the assessments are now due. Property owners will receive a
Notice of PUblic Hearing indicating the proposed assessment at

least ten days prior to the hearing and notifying them of the
time and place of the hearing.
BUdget/Financial Impact
A detailed assessment report will be presented at the public
hearing.
Recommendation
It is recommended that the City council adopt the attached
resolution setting a public hearing for October 14, 1986, to
confirm assessments for the undergrounding of utilities at 1313,
1421 and 1425 Ocean Front Walk.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SETTING A PUBLIC HEARING FOR
ANY PROTESTS OR OBJECTIONS TO THE CONFIRMATION
OF ASSESSMENTS FOR UNDERGROUNDING OF UTILITIES
AT 1313, 1421 AND 1425 OCEAN FRONT WALK.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The Superintendent of Streets WIll fIle a
report of work pursua~t to Ordl~ance 1350 (CCS) of the Santa
MO~lca MunIcIpal Code relatIng 'to the u~dergroundl~g of utIlItIes
at 1313, 1421 and 1425 Ocean Front Walk, all wlthl~ the CIty of
Santa MonIca.
SECTION 2. pursua~t to Ordl~a~ce 1350 (CCS) the CIty
CouncIl does hereby order and declare that on the 13th day of
October, 1986, i~ the CouncIl Chambers of the CIty Hall, It WIll
hear and pa~s upon any and all obJertlons or prote~ts to the
report of work of the Superl~tendent of Street~, and the amount
of the assessment assIgned agal~st the real property deSCrIbed I~
saId report.
SECTION 3. All protests or obJectIons must be i~
writIng and flIed WIth the CIty Clerk on or before the tIme set
for hearIng of protests and obJectIons.
SECTION 4. The SuperIntendent of Streets 18 hereby
dIrected to mall notIces, in the ma~ner and form pre~crIbed by
OrIdnance 1350 (CeS), of the adoptIon of thIS resolutIon to all
