Introduction This report recommends that the City Council adopt the attached Resolution setting a public hearing for January 13, 1986 and amending the boundaries of the Marine Park Underground Utility District from the area bounded by Marine street from 17th street to Frederick Street, 16th street from sunset Avenue to Dewey street and Dewey street from 16th street to Robson Avenue: to the area bounded by Marine street from 17th street to Frederick street, 16th street from Ashland Avenue to Dewey Street and Dewey street from 16th street to Robson Avenue, and ordering the underground installation of utilities. (See attached map) . Background On June 25, 1968, the Santa Monica City council adopted Ordinance No. 773 (City Council Series), adding Chapter 9 to Article VIr of the Santa Monica Municipal Code, establishing regulations and procedures for overhead and underground utilities. In accordance with the above, on November 26, 1985 the Santa Monica City council designated the area bounded by Sunset Avenue, Marine Street, 17th Street and Paula Drive as an underground utility district (see Map A). This area was designated as an underground utility district because the Southern California - 1 - ft,-C- DEt - 9 '986 . . Edison Company has a high concentration of regional transmission wires emanating from an electrical substation in the immediate area, and due to the fact that the electrical facilities adjoin a public recreation facility, namely Marine Park. On March 3, 1986 the Southern California Edison Company indicated that an extension of the initial boundaries of the Marine Park Underground utility District to include the area on 16th Street from Sunset Avenue to Dewey street, on Marine street from 17th Street to Frederick Street, and on Dewey Street from 16th street to Robson Avenue was necessary in order to more fully comply with the eligibility criterion for underground utility district. This first proposed amendment was approved by the City Council on June 24, 1986 (see Map B). On September 16, 1986, the City received a request from the Southern California Edison Company to again expand the district boundaries to the area bounded by Marine Street from 17th Street to Frederick Street, 16th Street from Ashland Avenue to Dewey street and Dewey Street from 16th street to Robson Avenue (see Map C.) Southern California Edison made this request after realizing, in the engineering stage, that the right-of-way locations for telephone poles proposed in the first boundaries amendment would not be of adequate width, i.e., the poles would have to be located in sidewalk areas leaving very little space for pedestrian passage. A more suitable location with sufficient right-of-way exits in the adjacent block between Ashland and Bryn Mawr. - 2 - . . All property owners in the affected area will be notified by mail of the public hearing and of the city's intention to expand the district's boundaries. Implications The most significant change to be noted in extending the project's boundaries is that nine (9) additional residential properties will come within the district's limits. Overhead poles and wires that run along the front of these properties will be removed, thus improving the overall aesthetics of the area. Facilities to be undergrounded are regional transmission facilities that do not provide service directly to the nine properties involved. All residents in the district will continue to receive electrical service from existing aerial utility poles located along the rear of their properties. Therefore, there will be no cost to owners in completing this project as no underground connections to the residential properties will be required. Budget and Fiscal Impact All costs of the undergrounding project are borne by the utility company. There is no budget or fiscal impact to the city. Recommendation It is recommended that the city council adopt the attached Resolution setting the pUblic hearing for January 13, 1986 to - 3 - . . amend the boundaries of the Marine Park Underground Utility District. RESOLUTION NO. 7345(CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA FINDING THE PUBLIC NECESSITY, HEALTH, SAFETY AND WELFARE REQUIRES WITHIN A CERTAIN DESIGNATED AREA, THE UNDERGROUND INSTALLATION OF WIRES AND FACILITIES SUPPLYING ELECTRIC SERVICES, AND DESIGNATING SUCH CERTAIN AREA AN UNDERGROUND UTILITY DISTRICT AND ORDERING THE REMOVAL OF POLES, OVERHEAD WIRES AND ASSOCIATED OVERHEAD STRUCTURES WITHIN SUCH DISTRICT AND THE UNDERGROUND INSTALLATION OF SUCH WIRES AND FACILITIES. WHEREAS, the City Council on June 25, 1968, did adopt Ordinance No. 773 (city Council Series), adding Chapter 9 to Article VII of the santa Monica Municipal Code, establishing regulations and procedures for overhead and underground utilities facilities; and WHEREAS, the City council, on February 11, 1969 did adopt an approved utility undergrounding program; and WHEREAS, the city council, on November 26, 1985, adopted Resolution Number 7128 (CCS) establishing the Marine Park Underground Utility District as that certain area on 16th Street from Sunset Avenue to Marine street and on Marine Street from 17th street to Paula Drive; and WHEREAS, the City council, on June 24, 1986, adopted Resolution Number 7236 (CCS) amending the boundaries of the Marine Park Underground Utility Oistrict to include the following additional streets: 16th Street from Marine Street to Dewey . . street, Marine Street from Paula Drive to Frederick street, and on Dewey street from 16th street to Robson Avenue: and WHEREAS, the City Council desires to expand the underground Utility District once again to include the following additional street: 16th street from Sunset Avenue to Ashland Avenue; and WHEREAS, the City Council of the city of Santa Monica hereby finds that such amendment will maximize the benefits within the undergrounding district. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That said City Council proposes to initiate proceedings for amending the boundaries of the Marine Park District to include the following additional street: 16th street from Sunset Avenue to Ashland Avenue. SECTION 2. That notice hereby is given that on Tuesday, January 13, 1986, in the council Chambers located in the city Hall, 1685 Main street, Santa Monica, California, there shall be a public hearing before said city Council for the purpose of determining whether the public necessity, health, safety or welfare requires the above described improvement. SECTION 3. That the city Clerk shall give notice of the hearing by posting a copy of this resolution on the Council Chamber door and by notifying all affected property owners as shown on the last equalized assessment roll and utilities . . concerned by mail of the time and place of such hearing at least ten (10) days prior to the date thereof. SECTION 4. That the City Clerk hereby is directed to publish this resolution in the Evening Outlook on two successive dates, the first publication to be made not less than ten (10) days prior to the date of the above public hearing.
