This blll was a spot bill of lnnocuous character. It was changed
"overnight" to define onshore oil and gas drilling as "coastal dependent."
This deflnition, when applled in the context of Sectlon 30255 of the
Coastal Act, has serious consequences and would require that "coastal
dependent" developments sha 11 have "Prl or ity " over other development
on or near the shorellne.
ThlS change ln the bill was made to enable Ross Petroleum to drlll
on the Pepperdlne campus In Mallbu. The folks in NO OIL believe that
thlS new definition wlll also benefit Occldental Petroleum in thelr
efforts to drlll ln Paclfic Pallsades.

CITY OF SANTA MONICA DECLARING THE RESULT
OF THE CANVASS OF ELECTION RETURNS OF THE
SPECIAL ~ruNICIPAL ELECTION HELD NOVEMBER 2,
1954.
WHEREAS, the City Council by Ordinance No. 340
(ees) called a special election to be held in the City of
Santa Monica on November 2, 1954 and said special election
was duly consolidated with the statewide general election
held on the same date; and
WHEREAS, the propositions voted upon at said special
election were as follows:

PROPOSITION NO.1: Shall proposed Charter
Amendment No.1, amending the Charter of the
City of Santa Monica by deleting Article VIII
which provides for a Municipal Court, be
approved?

Amendment No.2, amending Section 602 of the
Charter of the City of Santa Monica, by
providing for an increase in the expense
allowance of the Mayor from $50.00 to $150.00

Amendment No.3, amending Section 608 of the
Charter of the City of Santa Monica by in-

THE CITY COUNCIL OP THE CITY OF SANTA MONICA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The following initiative ordinance hereby is
proposed to be submitted to the qualified electors of the City of
Santa Monica by the City Council of the City of Santa Monica on
its own motion for adoption or rejection at a special municipal
election to be held in said City on November 2, 1954, and said
proposed initiative ordinance to be submitted as a separate
proposition and which said ordinance Is 1n words and figures
as follows to wit:
"AN ORDINANCE OF THE CITY OF SANTA MONICA
DECLARING THAT THE DRILLING AND PROSPECTING
FOR OIL AND NA ruRAL GAS AND OTHER HYDRO-
CARBON SUBSTANCE IS LAWFUL UNDER CERTAIN
CONDITIONS."
THE PEOPLE OF THE CITY OF SANTA MONICA DO ORDAIN AND
ENACT AS FOLLOWS:
Notwithstanding any other provision of law
to the contrary, it is hereby declared to be lawful for
any person, firm or corporation to drill for oil, gas,
or other hydrocarbon substance or to prospect for 011,
gas or other hydrocarbon substance and to perform any
other operation incident thereto~ provided that said
operation is conducted under contract with or permit
from the City Council of the City of Santa Monica, and
provided further, that said operation 1s confined to
the area seaward of a line one mile seaward of the mean
high tide line of 1921.
SECTION 2. The City Clerk shall cause this ordinance to be
published once 1n the official newspaper within fifteen {15) days
after its adoption.
