2. Contact our US Senators to urge extension of the moratorlum on
011 drllling ln the Santa Monlca Bay, WhlCh is due to explre
October 1, 1984.
3. Contact our US Senators and Congressmen concernlng amendment
of the Coastal Zone Management Act to requlre consideration
of State env1ronmental concern before leasing tracts for off
shore all development.
4. Coord1nate wlth Los Angeles and other coastal clt1es 1n pro-
test1ng lease sale ~80 and developlng a rationale for pro-
hlb1t1ng 011 leas1ng and explorat1on east of Catal1na Island.

PLEASE OPPOSE OIL DRILLING OFFSHORE OF IAGUNA BEACH
The Federal Depart:trent of Interior through Lease Sale 80 plans to open
areas off shore of South Orange County for oil drilling. Because of
publlc opposltion, the Department of Interior has temporarily wlthdrawn
areas within about 13 miles of the Laguna Beach coastline. Ha~ever,
there will still be tracts between Laguna Beach and Catalina Island that
will be offered in October for oil exploration. Please help us oppose
oil drilling betlveen Laguna Beach and Catalma Island by:
FIRST PRIORITY - Supporting an amendment to the 1985 Interior Department
appropriations bill to place a temporary moratorlum on any 011 explo-
ration within approxbnately 13 to 20 miles of the Orange County and San
Diego coastline. Letters or telegrams are needed this week particularly
to u.s. Senator Pete Wilson, u.s. Senator James McClure (Chairman of the
Subcommlttee on Interior Appropriations), and Congressman Robert Badham.
SECOND PRIORITY - Supportlng federal legislation (SB 2324-Cranston
and HR 4589) I...hich would arrEnd the Coastal Zone ManagEment Act to
increase state control over federal oil leasing. This legislatlon would
reverse a Supreme Court decision which removed a coastal state's ability
to require that federal 011 leasing be conslstent with state coastal
plans.
THIRD PRIORITY - Advislng key legislators of your Oppositlon to oil
drilling bet~een the South Orange County coastline and Catallna Island.
Contact should be made with both US Senators, your Congressman, Governor
Deukmejian and Secretary of the Interior Clark.
