SUBJECT: Occidental Oil Project Update
In response to City Council directlon concernlng the Occidental
011 dr1lllng proJect 1n the Pac1f1c Pal1sades, staff has taken a
number of actions.
On March S, 1985 the Clty Manager sent
letters requestIng that Santa Monica be kept informed of pend1ng
actions to seven officLals of the Clty of LOS Angeles who have
jurlsdiction over potential addItlonal permits or envlronmental
analysls for the proJect. (See Exhlblt 1.) A slmilar letter was
sent to the Californla Coastal Commlssion.
As requested by the Councll, staff also contracted for an expert
analYS1S of potentlal proJect impacts on City water reSourcE's.
James M. Montgomery, Consulting Engineers was retained to reV1ew
these lssues.
Their report, attached as Exhlbi t 2, lnd1cates
that one of the potential Occldental plpel1ne routes would cross
as lUany as 20 Clty water main llnes and parallel three water
malns located along San Vlcente Boulevard, one water l1ne on
Seventh Street, and a portion of one sewer line.
The report
indicates that plpeline rupture could contaminate water supplles
provlded by these llnes, in add1t1on to two City water wells on
San vicente.

Montgomery also analyzed potent1al effects of the 011 drilling
project itself on City fresh water wells.
Because the oil
drilling would occur downgradlent of existing City fresh water
wells, Montgomery concludes these facllities should not be
impacted.
In additlon to these actions, the Clty Attorney is preparing a
resolution for the April 9, 1985 meeting to authorlze a $2,500.00
grant to No 011, Inc. to support litigation opposing the proposed
pipellne. Staff continues to monitor developments concerning the
Occidental proJect and to malntain contacts with relevant
agenCles and interested persons.

Potential contammatlOn of the City's two freshwater wells IDeated alon", San
VIcente Boulevard, the San Vincente Reservo!!', and water/sewer hnes ma\' be
antICipated from the placement of the hydrocarbon plpelme In San Vicente
Boulevard. Any spIll or leakage into the City's water/sewer lInes will most
proDably be a result of a rupture and/or eolIapse of both the pro;>osed plDelme and
the City's pipe system. The causes of such a break In the pipes Include vandal1srr.,
manufacturer oefects, over-pressure of the pIpe, Internal and external corrOSion,
age, and external events such as earthquake hazards, floodwater damage, land
erosIOn around the plpelme. and bulldozer punctures.
Mitigative Measures
r.htlgatlve measures which have been proposed are anticipated to decrease the
posSlolhty of contammation. The proposed mitigative measures Include
separatIOn of the plpelme by 8. horizontal dIstance of at least 200 feet from the
water wells and the subsurface reservOir (per the State of CalIfornia Department
of Health gUlOelmes), additional remforcement and construction on the water
wells. regular use of current pressure testIng and leak detection techmques on the
pipeline, and aacltlOnal deSign crlter]a for the proposed plpelme, such as
strengthenmg of L'Je Pipeline m bend areas.

The Hl;;hway Drlll Site IS mantled by artifICial (man-made) fill which has been
gradea from the surroundmg natIve surfaee mate:-w.ls. Based on Dames &. :'Iloore's
exploratory drillrng adjacent to the HIghway Drill Site, about 25 feet of allUVial
depOSits overlie bedrock (:\Iodelo FormatIOn) in thiS area. The r,lodelo Formation
consists of \llOcene marine conglomeratic sandstone, sandstone, ano shale de~oslt
(DI\R BULL. 104, 1961).

The local bedrOCK Units have been eroded by marine processes durlni; uolift, and
are capped by the beach depOSIts and allUVium. Bearoci< In the VICInIty has been
compresslOnally deformed resulting in parallel antlclmal (ridge) and synclinal
(trough) structures. WIthIn the :l-10delo Formation, the deformatIOn has resulted in
a system of JOInts perpendIcular to the beddmg, closely fractured zones, and local
shearIng and faulting (Dames & Moore, 1983).
Site-Speciflc Ground Water Conditions
In the coastal plain of Southern Califorma, ground water occurs as a result of
preCipitatIon and infIltratIon. Ground water moves from the point(s) of recharge
(replemshment) to the POlntCs) of discharge under a hydrauliC grachent established
by the dlfference In pressure between the pOInts of reeharge and dIscharge. In the
coastal areas, unaer natural condItIOns, ground water moves toward the ocean.
However, thIS trend can be influeneed by Increased ground water withdrawals
whIch can reverse thiS gradIent. resulting In sea water intrusIOn. L"l !:;eneral, t'us
phcno"llenon has occurred In arellS characterized by low rates of replemshment

. DnllIng the oil well at the HIghway Drill Site In an uncontrolled manner could
result In potentIal contamInatIon of potable ground water aquIfers. The borehole
and casIngs wIll penetrate the fresh wliter bearing zones whIch underlie the sIte.
The quality of fresh water bearIng aquIfers could be degraded should the petroleum
product be allowed to Invade the fresh water aquIfers. ElClStlng City fresh water
supply wells are located u?gradlent from the well site and should not be Impacted
by the proposed proJect. The City's salt water supply wells extract fro-n a zone
whIch would be isolated in the 01.1 well by InstallatIon of protectIve casing and
cement.

Stringent procedures have been established by the Califorma DiVISIon of Oil and
Gas to provide for protection of the ground water resources. Under those
regulatIons, the well cnllIng activities must prOVIde protective measures durmg
the drilling, maIntenance and abandonment phases of the proJect. The speCIfIC
requirements are contained in Chapter, DIVISion 3 of the California PublIc
Resources Code and Chapter 4, Title 14 of the Cahforma AdmInistratIVe Code.
:\1itlgatlve measures include the use of casing deSIgned to provide anchorage for
blowout prevention equipment and to seal off fluids to protect fresh water zones;
cementmg the annular space between the casmg and borehole to at least 500 feet
above the base of the fresh water zone; blowout preventIon equIpment to prevent
uncontrolled flow of flUId from the well and procedures for abandonment of the
welI(s).
