SUBJECT: Occidental O~l Project Update
In response to City Council direction concern1ng the Occidental
011 dr~lling proJect in the Pacif1c Pal1sades, staff has taken a
number of actlons.
On March 8, 1985 the C1ty Manager sent
letters requesting that Santa Monica be kept informed of pendlng
act10ns to seven offlclals of the C1 ty of Los Angeles who have
jurisdlction over potential adchtlonal permits or envlronrnental
analYSls for the proJect. (See Exhlblt 1.) A slml1ar letter was
sent to the Callfornla Coastal CO~~lSS1on.
As requested by the Councll, staff also contracted for an expert
analYS1S of potentlal proJect impacts on C~ty water resources.
~ames M. Montgomery, Consultlng Engineers was retalned to review
these issues.
Their report, attached as Exh1bl t 2, lndlcates
that one of the potent~al Occidental p1peline routes would cross
as many as 20 City water main Ilnes and parallel three water
mains located along San Vicente Boulevard, one water llne on
Seventh Street, and a portlon of one sewer line.
The report
indicates that pipeline rupture could contaminate water supplles
provlded by these Ilnes, in addition to two City water wells on
San Vlcente.

Montgomery also analyzed potentIal effects of the oil dr ill ing
project itself on City fresh water wells.
Because the oil
drillIng would occur downgradlent of existing City fresh water
wells, Montgomery concludes these facilities should not be
impacted.
In addition to these actions, the City Attorney is preparing a
resolution for the April 9, 1985 meeting to authorize a $2,500.00
grant to No Oil, Inc. to support litigation opposIng the proposed
plpeline. Staff continues to monitor developments concerning the
OCCldental project and to maIntain contacts with relevant
agenCIes and Interested persons.

Potentlal contammation of the City's two freshwater wells located along' San
Vicente Boulevard, the San Vmcente Reser\'olr, and water/sewer lmes may be
antiCipated from the placement of the hydrocarbon plpelme In San \'Icente
Boulevard, Any spill or leakage Into the City's water/sewer lines will most
pro:>ably be a result of a rupture and/or collapse of both the pro;>osed pipeline and
the Clty'S pipe system. The causes of such a break In the pl;:>es Include vandalisrr.,
manufacturer aefects, over-pressure of tne pipe, Internal and external corrOSion,
age, and external events such as earthquake hazards, floodwater dama~e. lend
erosion around the plpelme, and bulldozer punctures.
Mitigative Measures
!llltlgatlve measures whlch have been proposed are antIcipated to decrease the
POSS1::Jlhty of contammatlOn. The pro;>osed mitigative measures Include
separatIOn of the pipeline by a horizontal distance of at least 20[) feet from the

gradeo from the su:-roundmg native surface matenals. Based on Dames 6: ~loore's
exploratory dnllIng adjacent to the Highway Drill Site. about 25 feet of alluvlal
depOSIts overlie bedrock (~,]odelo Formation) In this area. The r,lodelo formation
consists of :\liocene marme con;;lomeratlc sandstone, sandstone, and shale deposJt
(DhR BULL. 104, 1961).

The loeal bedrock unIts have been eroded by marine p!'ocesses dU~In;; uDI:ft, and
are capped by the beach ceposlts and allUVIUm. Bearock In the vlclmty has been
compresslonal!y deformed resultIng In parallel anndmal (ndg-e) and synclinal
(trough) structures. Within the :\-lodelo Formation, the deformatIon has resulted In
a system of Jomts perpendIcular to the bedding, closely fractured zones, and local
sheermg and faulting (Dames &. Moore, 1983).

Drill1ng the oil w€ll at the Highway Dnll Site in a.n uncontrolled '"l\Anner could
result In potential contaminatIOn of potable ground water aquifers. The borehole
and casmgs Will penetrate the fresh WAter belinng zones which underlie the site.
The quality of fresh water bearmg- aquifers could be degraded should the petroleum
product be a.llowed to invade the fresh water aqUIfers. Elostmg City fre;;h water
supply wells are located upgradient from the well site and should not be Impacted
by the proposed proJect. The Cit~.,s salt water supply wells extract fro:n a zone
which would be Isolated in the oil well by lnstallatJon of protective caSIng and
cement.

Stringent procedures have been established by the California DiviSIon of all and
Gas to prOVIde for protection of the ground water resources. Under those
regulatIOns, the well CI'llllng actIVIties must prOVIde protective measures dUring
the drilling, maintenance and abandonment phases of the proJect. The speCIfiC
requirements are rontamed in Chapter, DIVISIOn 3 of the California Pu~lIc
ResourC!es Code and Chapter 4, Title 14 of the CalifornIa AdministratIve Code.
~titigatl\'e measures include the use of casmg designed to provide anchorage for
blowout prevention eqUipment and to seal off fluids to protect fresh wster zones;
cementlng the annular space between the casmg and borehole to at least 500 feet
above the base of the fresh water zone; blowout preventIon equIpment to prevent
uncontrolled flow of fluid from the well and procedures for abandonment of the
well(s).
