SUBJECT: Local Government Coordinating Program for Outer
Continental Shelf Issues
As the attached letter and proposal outline, there is a need for better
coordination regarding offshore issues. Besides the ObV10US concerns
regardlng oil drllling, there are now proposals for minlng the ocean
floor off our coast.
I recommend that we join this effort and appropriate the $1,000 per the
request of Supervlsor Patton.

I am writing to ask you to participate in an\Outer Continental Shelf Local __
Government Coordination Program! presently beirig-funoedlby a number of local
--gove-rnment jurisdictions fntaTrlornia. Present participants include: the
County of Monterey, the County of Santa Cruz, the County of San Mateo, the
County of Sonoma, the County of ~larin, the County of t1endocino, the City of
Capitola, the Clty of Huntington Beach, the City of Laguna Beach, the City of
Morro Bay, the City of Pacific Grove, the City of Pacifica, the City of Pismo
Beach, the City of Santa Barbara, the City of Santa Cruz and the Association
of Monterey Bay Area Govemments.
Santa Cruz County acts as the fiscal and administrative coordinator of the
program.
As the attached materials lI'ake clear, it is critically important that local
governments be able to cooperate effecti vely with respect to OUter Continental
Shelf actlVities carried on by the federal government. Unless local
9overl'lllents are willin~ to fund a staff person to work on OCS activities, they
will be without assistance as they confront federal plans for offshore
deve 1 opment.
Initially, significant financial assistance was provided by the California
Coastal Commission, which used monies from the federal Coastal Energy Impact
Program to assist local governments in their OCS coordinatlon activities.

I am writing to you because we mustboaden_ttlel>a~_e_EL participAllo~ if we
are to keep the program afloat. The above noted jurisdictions. by themselves,
cannot fund the program. In essence, we are attempting to increase
participation by local governments and other interested groups to cover the
costs of the program for the upcoming year.
Please consider providing assistance to fund this ongoing OCS Local Government
Coordination Program. I belleve all coastal communities have signiflcantly
benefited from the work that the program has undertaken in the last several
years. If thlS vltally important work is to contlnue, local 90vemments and
concerned community agencies must be willin9 to fund it.
Although much of the focus of the ]CS Local Govemment Coordination Program_
has been in northern Cal1fornia. in fact this program, last year, was
exceptlonally successful 1n helping to protect vanous areas off the southern
Cal1fornia coast. I belleve that all coastal communities in California have a
great stake in maintaining a viable coordinatlon and cooperation program for
local governments, vis-a-vis DCS activities. I hope your community will be
willing and able to assist.
The contribution expected from your agency would be $1,000. If it lS
impossible for you to provlde this level of funding, please contact me to
discuss an arrangement for a reduced amount.
