Subject: SETTING OF PUBLIC HEARING FOR MUNICIPAL SOLAR UTILITY
IntroductlOn
ThlS report describes the progress to date on the Municlpal Solar Utility (MSU)
Study, supported by a grant from the Cal1fornia Energy Commlssion. The contract
for the project reqUlres input from the City Council and the public on the three
proposed lmp1ementatlon plans for a munlcipal SolarjConservatlon Program.
A draft final report is nearing completion and wlll be presented to the City
Councl1 October 14. 1980. This report requests the City Councl1 set a public
hearing for October 14, on the Munlcipal Solar Utl11ty.
Background
Following is a hlstory of the proJect to date:
November 13. 1979
The Clty Council approved a Joint powers agreement between
the Citles of Palo Alto, San Dimas, Oceanslde, Uklah,
and Bakersfield creating the Californla Solar Uti11ty
Development Authorlty (CSUDA). By formlng a JPA. the
Cltles could pool the limited grant funds to "buy" better
consultlng asslstance and do a more comprehenslve study
together through shared results.

The Clty Council approved an lnitial workplan for
submlsSlon to the Callfornia Energy CommlsSlon. Under
terms of the JPA, SM was committed to studying the
development of a Solar program WhlCh addressed
multl-family housing needs including conslderation of
orqanizlng both an in-house City program as well as a
non-profit corporation.

Public Hearings were held to galn citizen input on the
MSU and Santa Monica1s energy future.
March 20
CSDUA hired a San Francisco firm~ John Sanger and Assoc.
wlth Peter Epsteln~ to study MSU financial, legal and
marketing lssues.
July 17
Sanger and Epsteln presented the Draft Generlc Report
to CSUDA. This report addressed lssues
common to all CSDUA citles. Each city presented draft
interim reports to the Callfornia Energy Commisslon and
CSDUA.
August 1
Additional consultant funds became available from the
Commlssion. These funds were used to hire Rob Blumberg

cooperatlon with Sanger/Epstein to develop speclflc
strategles for a municipal program.
A draft final report is nearlng completion and will be presented to the
City Councll on October 14. Rob Blumberg, Peter Epstein and/or John Sanger
will attend. The final report to the Callfornia Ener~y CommisSlon will
lncorporate Council and publlC comments on the proposed implementatlon plans.
Recommendatlon
Staff recommends the City Council set a public hearing for October 14, 1980
on the options for a Municlpal Solar Utillty.
