SUBJECT: Comprehensive Community Energy Management Program
Introduction
This report transmits a resolution authorizing submittal of a proposal requesting
funds for the development of a Comprehensive Energy Management Program_
Background
Argonne National laboratory, acting on behalf of the U.S. Department of Energy,
sent out Requests for Proposals (RFP) to local governments encouraging applications
for a share of approximately $3.5 million for use in developing local Comprehensive
Community Energy Management Program (CCEMP) action plans.
Discussion
The grant proposal to Argonne will fund $190,000 to the City to analyze the energy
situation In Santa Monica, through an audit of energy supply and demand in all
sectors, and to develop an energy action plan which would address the energy needs
of the City. Direct benefits to the City would include energy and dollar savings
in public and private sectors, and the identification of future sources of energy.

1. The City Council may elect to pass a resolution authorizing submittal of the
above-mentioned grant proposal.
2. The City Council may elect not to pass a resolution authorizing submittal of
the above-mentioned grant proposal.
Recommendation
City staff recommends the City Council adopt Alternative 1 and pass a resolutIon
authorizing submittal of the above-mentioned grant proposal

WHEREAS, the C1ty of Santa Monlca desires to undertake a
certaln proJect deslgnated Comprehenslve Comrnunlty Energy Management
Program to be funded ln total from funds made avallable by the
Argonne Nat10nal Laboratory, pursuant to Request For Proposal
No. 78-4299.
