Background The Department of Housing and Urban Development, with support from the Depart- ment of Energy, is inviting States and Cities to apply for grants for Community Energy Conservation programs. Eleven ml1lion dollars is available for funding approximately ten to twenty proJects in the country. The program objective is to implement conservation strategies which will achieve significant energy savlngs at the local level and address one or more of the following: 1) Assist low and moderate income persons to conserve energy. 2) Encourage the provlsion of energy conservation services and supplies through expansion or establishment of small or minority business. 3) Assist small or mlnority businesses to conserve energy. The deadline for submlssion of grant applications is June 23, 1980. Two projects in Santa Monica could be funded with the grant. 1) The first project would create an additional source of electricity for Santa Monica by tapping into energy created by the high-pressure water flowlng thro~ the MWD connection at the Wilshire/Bundy Treatment Plant. These generators could produce approximately 2.5 million kilowatts per year. Engineering for this facility was budgeted in the current budget. Estimated cost: $500,000 - 750,000. 2) The second project would be wind and wave generation facilities located on or near the pier WhlCh could supply the pier with a portion of lts energy needs. Part of this facillty would house an Energy Conservatlon Center. Examples of alternative energy technology and conservation techn'ques could be incorporated lnto the Center. Estimated cost: $100,000 - 300,000. Recommendation It is recommended that CQuncil approve the reso1utlon authorlzing staff to submit application for a Federal grant for Community Energy Conservation. G~ RESOLUTION 5568 (City Council Serles) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE FILING OF AN APPLICATION FOR AN INNOVATIVE GRANT FOR COMMUNITY ENERGY CONSERVATION SPONSORED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS. the Department of Housing and Urban Development, with the support of the Department of Energy, is inviting states and cities to apply for grants for Communlty Energy Conservatlon Programs; and WHEREAS. the program objective is to lmplement conservation strategles which will achieve significant energy savlngs at the local level; and vJHEREAS, the grant could fund two projects in Santa r~onica: 1) a wind and wave generation facility on the pier, and 2) a hydroelectric generator connected to the City water malns. NOW~ THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the Clty Councl1 of the City of Santa Monica possesses legal authorlty to apply for the grant and to execute the proposed program. SECTION 2. That the Clty Council authorizes the filing of the application, including all understandings and assurances contained thereln. SECTION 3. That the Clty Council designate the City Manager as the authorlzed representative of the City of Santa Monica to act in connection with the appllcation and to provide such additional information as may be required. -1- . .
