Background On July 8, 1980, the Clty Council adopted Ordlnance No. 1166 CCS which established current requlrements on new condomlnlUffi proJects. Arr~ng the ltems required is an Energy Conservatlon Plan submitted as part of the condominlUID application, setting forth details of energy conservatlon measures to be employed In the project includlng but not limited to insulatlon, water, water heatlng, heating and coollng equipment, appliances, energy efficlent llghting, natural ventilation and passive solar design, and an estlmate of the impact of the proJect on energy usage ln adJacent properties. The Archltectural ReVlew Ordlnance dlrects the Archltectural Review Board to conslder several crlteria before approving proJects. Among these lS whether or not a development lS "coI'1patible wlth the natural environment ln that it consumes a minlmal amount of natural and energy resources." The Clty Attorney advises reVlew of these energy plans is wlthln the Architectural Review Board's jurlsdictlon under the Archltectural ReVlew ordinance. !CJ8 APR 2 8 1981 ~ . . . Mayor and City Councll - 2 - April 28, 1981 The Plannlng Commisslon must also reVlew the energy plan ln making its declsion on each condarnlnium project. The Architectural Review Board 18 lnterested in limiting lts revlew of energy questions to the esthetics of energy systems as they relate to the rest of the building belng cons~dered. The Board feels the lnformation presented in the energy plan ~s of growing 1IDportance and represents a slgnlflcant part of the proJect reVlew process. Wlthout technical support staff to evaluate the energy plans submltted, however, their reVlew can be no more than superficial at thlS time, and the Board is constrained In considerlng alternative design solutlons for lncorporat~ng energy conservlng measures. Recommendatlon It lS respectfully recommended that the City council clarify its intent with respect to the energy plan requlrement, given the lack of technlcal support staff.
