Background Under a grant from the Californla Solid Waste Management Board, the Clty has h1red consultants to develop options for a comprehensive recycling program. Part of the study will evaluate the creatlon of 7 new recycling centers to supplement the 3 eXlsting centers. The Ocean Park Community Organlzatlon would like to create a 4th center, which wou1d be considered as one of the centers proposed by the recycllng study. The proposed site 1S 1n the park1ng area adjacent to Joslyn Park at 7th Street, utll1z1ng approximately 4 parklng spaces (see the attached diagram). An area 15 feet by 30 feet wl11 be requlred for a newspaper bin 22' x 8' x 8' and a smaller contalner for aluminum 41 x 4' X 4'. No other materials wlll be collected. This park1ng area is not heavlly used and there is sufficient on street park1ng around the park. OPCO has surveyed the surroundlng community and found no OPPosltion to a recycl1ng center at this s1te. G-I-I NO'J 1 1 1980' -1- I/l: OCT 2 8 198Cl . . To: Mayor and City Councll -2- October 16, 1980 OPCO has already negot1ated with a local recycling company, EcoloHaul, to provlde the blns and regular pickup serVlce. OPCO will be responsible for obta1n1ng llablllty lnsurance and has agreed to hold the City harmless for any claims arlSlng out of the operatlon of the center. The contract for collectlon of materlals wlll be between OPCO and the recycllng company. The City will not be 1nvolved 1n any lease or agreement with the recycllng company. OPCO will also be responsible for advertlslng the program, generating community partlclpatlon and provld1ng daily maintenance of the slte. Staff recommends the C1ty Councll approve the construction of a wooden fence around the area to provide some measure of security agalnst scavengers and to del1neate the recycling center. As the City lS currently committed to establishing a recycllng program, contribution to this center could be a step toward the C1ty-wlde program. The C1ty could prov1de the fence and other m1nor landscaping, supply the necessary slgns and provlde trash pickup as needed if non-recyclable 1tems are discarded at the slte. Estimated cost 1S $3,000. Recommendation Staff recommends the City Counc1l approve the use of part of the lot adjacent to Joslyn Park at 7th Street as a recycl1ng center, to be run by Ocean Park Commun1ty Organlzation, and allocate 53,000 from General Funds for construction of a wooden fence, minor landscaping and Slgns.
