lntroductlon
ThlS report descrlbes the State SOlld Waste Management Boards (SWMB)
Recycllng Grants Program and recommends the City Counell approve by
resolution the fll1ng of a recycling grant appllcatlon. This report also
recommends the Clty Councll authorlze the City Manager to extend the contract
wlth Raymond Vall and AssOclates (RVA) not to exceed $3,000 to asslst
staff in the grant preparation.

Under the State Litter Control, Recycllng & Resource Recovery Act, SWMB
awarded $34,700 to the Clty to fund a study to ldentlfy an approprlate and
workable recycllng program for Santa Monica. RVA was hired to perform the study.
The fl na 1 report 1 s due December 1, 1980.
In prellmlnary dlScusslons wlth RVA, the recommended program will include
curbslde collectlon for single and multifamlly residences, a processlng slte,
and consideratlon of drop-off and buy-back centers. Flrst year costs are
estlmated at $300,000.

The SWMB has made 52.5 m1l11on ava1lable for grants to implement commun1ty
wide recycling programs. The Implementation grants will be awarded for
curbside collection, drop-off and buy-back centers. The grants may be used
for slte development, equlpment purchases and public awareness programs.
Grant applications must be received by SWMB by January 9, 1981. This deadline
requires that work on the appl1cation begin as soon after rece1pt of the
consultant report as possible. Therefore, staff is recornmend1ng the City
Councll authorize these preliminary steps now to ensure suffic1ent time
is allowed to prepare the grant.
Due to the hlghly techn1cal and competitive nature of this grant, professional
serVlces will be requ1red. Staff recommends extendlng RVA's contract to
assist staff 1n preparing the grant appllcation Funds are ava1lable 1n the
currently budgeted Refuse Bin and Truck Serv1ce Fund. Estimated cost for
technlcal asslstance is S3,000.
Recommendat1on
Staff recommends the Clty Council adopt the resolution approving an applicat10n
for a recycling lmplementatlon grant from the State Solid Waste Management
Board and authorize the City Manager extend the contract with RVA ln the
amount of $3,000 to be approprlated from the Rufuse Bin and Truck Service Fund.

RESOLUTION NO. 6138

A RESOLUTION OF THE CITY OF SANTA MONICA APPROVING
THE APPLICATION FOR GRANT FUNDS UNDER THE STATE
LITTER CONTROL, RECYCLING AND RESOURCE RECOVERY FUND.
WHEREAS, the Legls1ature of the State of Californla has enacted
the State Litter Control, Recycllng and Resource Recovery Act WhlCh provides
funds to certaln entities to demonstrate and lmplement recycllng programs; and
WHEREAS, the State Solid Waste Management Board has been delegated
the responsibility for the adminlstration of the program, setting up necessary
procedures governlng applicatlon by local agencies under the program; and
WHEREAS, sald procedures established by the State Solid Waste
Management Board require the appllcant to certify the approval of applications
prior to submlsslon of said appllcations to the state.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council approves the filing of an
application for fundlng under the Lltter Control, Recycling and Resource
Recovery Fund.
SECTION 2. That the City Council certifies that said agency
understands the general provisions of the grant agreement.
SECTION 3. That the City Council authorizes the Director of
General Services, as agent of the Clty, to conduct all negotiatlons, execute
and submit all documents including but not llmited to applications, grant
agreements, amendments and payment requests, which may be necessary for the
completion of the aforementioned program.

SECTION 4. The Clty Clerk shall certlfy to the adoption of this
resolution and thenceforth and thereafter the same shall be ln full force
and effect.
