G.S: SES: my: KR: KS Counc1l ~eet1ng:May 11, 1982 . b-~ Santa t1onica, California MAY 1 1 1982 5/0-003 TO: Mayor and City Council FROM: C1ty Staff SUBJECT: Transfer of Funds Within the Recycl1ng Budget Introduction This report requests that $15,000 be transferred fro~ the Recycling Budget's Salar1es and Wages to Cap1tal Outlay (27-500-443) for the purchase of a used I-ton pick up truck and a baler conveyor. Background The Recycling Program has been 1n operation for 4 months. The day-to-day operations have revealed problems not originally ant1cipated. T~c add1tional p1eces of capital equipment are proving to be cr1t1cal to the program. They are: 1. One used I-ton p1ck up truck. ThlS vehicle would be used as a back-up to our main I-ton veh,cle. It will also be used as a second collection veh1cle on our high participation curbside routes. The program 1S currently USing a 1/2-ton pick up truck as a back-up vehicle. The 1/2-ton truck 1S too light to handle the loads collected by the 6-b1n recycling tra1ler. It is a very unsafe and hazardous comblnatlon. When the maln vehlcle 15 out of serV1ce, the 6-bin trailer cannot be used. W,thout the 6-bin trailer. service to a number of curbside routes 1S ser10usly impaired. Th1S problem has been encountered. Bob Miller, Mechanical t'laintenance Superintendent. has suggested the program purchase a used I-ton vehicle. Mechanical Malntenance would then provlde any necessary repairs. Estimates for a I-ton used vehicle range from S3,OOO - $5,000. A new vehlcle would run from $10,000 - $12,000. 2. Baler Conveyor. The baler is used to compact the cardboard being recovered at the Transfer Statlon. When the baler was orlginally purchased, a conveyor was not included because of space constralnts, concern over malntenance and the unweildly type of materlal we have to bale. However, after reevaluation, a more efflclent and safe operation would result lf a conveyor was added. A conveyor would more effectively lsolate the operators from the baling chamber provlding a safer working cond1tion. It would also provide for more efficient use of labor. There are sufflclent funds 1n the Recycing Salarles and Wages budget to handle thlS transfer. Salaries for Flscal Year 1981/1982 were projected for the full year, but the program has required salarles for only one-half a year. The projected surplus at the end of Fiscal Year 1981/1982 1S $40,000. Recommendatlon It is recommended that $15.000 be transferred from the Recycling Budgetls Salar1es and Wages to Capltal Outlay (27-500-443) for the purchase of one used I-ton plckup truck and one baler conveyor.
