Recommendation to Authorize the City Manager to
Negotiate and Execute an Amendment to a Contract for
Additional Assistance in Completing the City of Santa
Monica Source Reduction and Recycling Element as
Required by the State of California

This report requests that the City Council authorize the City
Manager to amend the contract for the professional services of
Resource Integration Systems (RIS) for additional assistanee in
the preparation of a Source Reduction and Recycling Element
required by Assembly Bill 939.
BACKGROUND
On October 9, 1990, City Council approved the negotiation and
execution of a professional services contract with Resource
Integration Systems (RIS) for assistance in preparation of the
City's Source Reduction and Recycling Element {SRRE}. AB939, the
~California Integrated Waste Management Act of 1989," requires
that each city submit a SRRE which identifies how the city will
divert, through source reduction, reeycling, and composting 25

percent of solid waste from landfills by 1995, and 50 percent by
the year 2000.
DISCUSSION
AB939 requires SRRE's to consist of nine components. They are:
1. Recycling
2. Composting
3. Source Reduction
4. Funding
5. Special Waste
6. Disposal Facility Capacity
7. Waste Characterization
8. Education and Public Information
9. Integration
The original scope of services covered by the contract with RIS
stipulated that RIS prepare the following six of the nine required
components of the City's SRRE for a cost not to exceed $60,000.
1. The composting component describing how the City will increase
markets for composted materials and evaluate the feasibility of
procurement preferences for the purchase of composted products.
To prepare the component, RIS will use the material contained in
the City's completed Yard Waste Recovery Feasibility Analysis
study.
2. The funding component which identifies and specifically
describes projected costs, revenues, and revenue sources used to
implement all components of the SRRE.

3. The source reduction element which evaluates and identifies
rate structures and fees to reduce the amount of wastes that the
City produces. The element includes developing strategies which
will reduce the use of nonrecyclable materials, replace packaging,
and increase the efficiency of the use of paper, cardboard, glass,
metal, and other materials.
4. The special waste component which identifies current and
proposed programs to ensure the proper handling, reuse, and
disposal of special wastes.
5. The facility capacity and siting component which includes
evaluating sites to accommodate the solid waste generated within
the City for a 15 year period.
6. The integration and coordination component which will provide
an overview of how the City intends to reach the 25 and 50 percent
waste diversion mandates as a result of the other SRRE components.
Since execution of the contract, there has been an increase in
work load demands created by program changes in the Solid Waste
and Recycling Divisions as well as staffing vacancies which have
precluded the completion of the waste characterization and
recycling components.
In order to complete the Source Reduction and Recycling Element,
staff has requested that the scope of services for preparation of
the SRRE by RIS be expanded to include the recycling and waste
characterization components.

1. The recycling component which estimates the contribution of
recycling to overall diversion goals, indicates what types of
waste are targeted, outlines steps for starting programs and
establishes timeframes, and details costs.
2. The waste characterization component which identifies the
types and quantities of waste generated, disposed of, and
recovered in the City. RIS has performed a limited field refuse
sort of the residential wastestream. This information linked with
the waste characterization study prepared by Recovery Sciences,
Inc. in 1990 will bring the City into compliance with AB939
requirements.
