This reoort recommends that the Council initiate a series of street tree
assessment districts on Santa Monica Blvd. similar to those which have
been established on Lincoln Blvd.
Backqround
The serles of street tree assessment districts on Lincoln Blvd. has been
completed (wlth the exception of tbe actual olanting of the Dortion between
Pacific Ave. and the South City Limlts). and lt is he~ein recommended that
Santa Monica Blvd. be planted as tMe next oroJect. Like Lincoln Blvd.,
Santa Monica Blvd. between Lincoln and the Easterly Clty Llmits is a State
Highway, and 1S a hiqhly developed commerclal street, but is almost
entirely barren of street trees.
Cal-Trans has for many years not seen flt to budget funds for the landscaoinq
of older highways. such as Santa Monica Blvd. Staff believes that it is
desirable to provide street trees on this street to improve the aesthetlcs.
to lmprove the air quality, and to help reduce nOlse levels within the
adjacent buildings.

It is recommended that a series of assessment districts be formed during
1979 using the same procedures as have been used on L1ncoln Blvd. namely,
Chapter 27 of the Improvement Act of 1911, with the property owners
paying 51.75 per front foot and the C1ty Gas Tax funds paying additlonal
costs, if any.
Recommendation
It 1S recommended that the attached Resolutlon of Intention be passed for
the init1al tree olantinq dlstrict on Santa ~onica Blvd., to extend from
Lincoln Blvd. to Eleventh St. and to set a public hear1nq for February 27, 1979.
