Recommendation to Approve Wilshire Boulevard

INTRODUCTION
Th~s report recommends that the City Council approve the
proposed design for the Wilshlre Boulevard Landscape ProJect and
authorize staff to complete preparation of f~nal plans and
specifications, and advertise the project for construction.
BACKGROUND
The Wilshlre Boulevard Reconstruction Project was submitted
to the State as part of the Reglonal Transportation Improvement
Program (RTI?) in 1981.
The project consisted of resurfaclng
and landscaping Wilshire Boulevard from Ocean Avenue to the City
limits.
Project costs were divided between the State and the
Ci ty, WJ. th the State and Federal fund s paYlng 87% and the Ci ty
(wlth property owner assessments) pay~ng 13~ of the total cost.
To facl11tate funding, the State requested that the
landscaping portion be done as a separate projeat as each portlon
is funded from a separate account. The resurfacing of Wilshire

and all related work. The reconstruction work was begun in 1983
and completed in 1987.
The C~ty requested proposals from architectural firms for
the preparat~on of beaut~fication plans. After evaluating
various firms the office of Campbell and Campbell was selected to
prepare a design. A proposed design that includes plantlng palm
trees with 12 ft. hJ.gh brown trunks (approx~mately 18' height),
and the installation of street furniture including bus benches
and trash receptacles at various locations, has been prepared by
them.
On May 12 and 13, 1987 Staff met with WJ.lshl.re Boulevard
Property Owners and Merchants to discuss wlth them the scope of
the proposed proJect. At the meeting, conceptual render1ngs of
the proposed improvements were presented by the Project
A:-chl tect, and a discussion was held regard ~ng detall s of the
proJect. The project was well received and favored by those in
attendance.
Mr. Doug Campbell, of Campbel~ and Campbell, will be
available during the Council meeting to make a presentation of
the proposed concept and to discuss the overall scope of the
proJect.

The part~on of Wilshire Boulevard from Ocean Avenue to 21st
Street was previously approved 1n 1981 for a landscaping
assessment at the rate of $3.00 per front foot. Th~s work w~ll

be billed after the work is done. A public hearing for a similar
~
assessment for the portion from 21st Street to centinela Avenue
will be recommended at the next Council meeting. Approximately
$52,800 will be collected through assessments.
Funds for construction of this proj ect were budgeted in
Fiscal Years 1983-84 and 1985-86.

The City Engineer's Preliminary Estimate for the project is
$430,000.
The FY 1987-88 estimate for Revenue Account No.
43-905-074-000-000 should be revised to $215,525. The original
estimate ($165,525) anticipated construction beginning last
fiscal year. No revenue has been received to date for this
project.
Reimbursement from the state will be received as the work
is completed and deposited into Revenue Account No.
43-905-074-000-000. Property owner assessments will be deposited
into Revenue Account No. 01-906-124-000-000.

Wilshire Boulevard Landscape Project, authorize

The Boulevard takes on a very dIfferent character upon crossing out of
~est Los Angeles. Here the recent maSSlve hIgh rIse development gIves way to

street (approxImately 100 feet between buildIng 11nes) and largely tree-less
streetscapet creates a rather barren and undIstinguished impressIon.

for urban design improvements.
Its great WIdth and stra1ght 3D-block length, gently sloping fro~ the

for reInforceMent of strong v1sudl I1nkages.
Our plan and design. developed in collaboratIon wIth City staff,
interested C1t~zens. Merchants and property owners 1n a serIes of open public
meetIngs, essentIally sought to reinforce th1s I1ncar1ty and prOVIde a sense
of scale and character bef1ttlng the Boulevard's 1Mportance.
The ~aJor elements of the des1gn include new ~treet trees, street
furnIshIngs <Jnd recommendatIons for street lig,tlng and graphic treatments.
The present sparse and haphazard street tree pLmtings are replaced wlth
~exlcan Fan Palms, spaced approxImately 30 feet apart and Installed at an
average heIght of 20 feet.
The additIon of these palms as the "signaLure" street and skyline tree
for \,'llshIre Makes a powerful visual staterlCnt provHiin~ coherence.

Introduction
This report is requestlng the City Council to hold a Public Hearing for the
assessment of costs of Tree Planting Districts Nos. 1 and 2 on Santa Monica
Blvd. from Lincoln Blvd. to 14th St., and to adopt the attached Resolution
confirmlng the assessment of costs thereof.
Background
On Jaunary 22, 1980, the City (ouncll set a Public Hearlng for February 26,
1980, on the assessment of costs of tree planting on Santa Monica Blvd. between
Llncoln Blvd. and 14th St. (Item No. 6C). Indivldual letters statlng the cost
of this lmprovement were mailed to each property owner on February 8, 1980.
Attached is the Staff Report of January 14, 1980. and the Resolutlon No. 5482
(C.C.5.) sett1ng the date of the Public Hearing.
Recommendation
It lS recommended that the Counc1l hold the Public Hearing and confirm the
assessment charges against the various properties lnvolved.
