SubJect: Street Tree Planting on Lincoln Blvd, from Broadway Avenue
to Wilshire Boulevard - Resolution Ordering the Work. (77-T-3)
nHRODUCTI ON
ThlS report recommends that the City Council hold the Public Hearing
and approve the attached Resolution ordering the planting of trees on
Llnco1n Boulevard from Broadway Avenue to Wllshire Blvd.
BACKGROUND
The City Council at their meeting on November 22, 1977. adopted Resolution
of Intention No. 4949 (CCS) for the subject tree plantlng. This Resolution
set a public hearing for January 10. 1978. Notlces were posted along
Lincoln Boulevard as required, Written notices were mal led to the property
owners abutting the proJect, deslgnating the time and date of the hearing
and the approximate cost to them (see attached copy of letter dated
December 20, 1977).
The City will do the plantlng and participate In the cost. The estlmated
cost to the abuttlng property owners is $1,50 per front foot,
The property owners may do the planting and appurtenant work themselves.
They would have to plant the designated trees and commence the work
withln sixty (60) days from the date of adoption of the Resolutlon ordering

the work. If the work is done by any property owner, there will be no
assessment to that property,
The Clty has received one letter of protest, a copy of which lS
attached. In our oplnion, the reasons given for the protest are far
outweighed by the beauty of the planting.
The first section of tree plantlng from Broadway to the Freeway
has been completed and the second section from the Freeway to Pica will be
completed in 30 days, The tree plantlng has been well accepted and even
a note of thanks has been received.
RECOMMENDATION
It is recommended that the City Council:
1. Have the Public Hearing in accordance with the
Resolution of Intention No. 4949 (CCS);
2. Close the Public Hearing;
3, Overrule the protest,
4, Adopt the attached resolution ordering the work.
