Recommendation to exempt trees from competitive
procedure.
Introduction
This report concerns exemption of live tree purchases from
two hundred (200) trees each year for new or replacement p1antings.
The average yearly cost is estimated to be $5,000.00.
Background
Current tree purchase practice, in compliance with municipal code
provisions, does not insure that trees purchased are the best
available values
Trees are bid on the basis of variety and container
size. Qual~ty varies between individual trees as well as between
suppliers. Due to the high activity level in the nursery industry,
many trees are marketed early and may either have under-developed
root systems or inadequate trunk diameter. Prices proposed are not
indicative of plant quality and it has been ascertained also that no
one supplier is consistently capable of supplying the best quality trees.
Exemption from competitive bidding will enable Park personnel to select
and set aside immediately those trees in suppliers' yards which have
the best potential for healthy growth.
Reconnnendation
It is recommended that tree purchases made by the City be exempt from
competitive bid procedure.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA EXEMPTING TREE PUR-
CHASES FROM COtWETITIVE BID PROCEDURE
I{HEREAS, the City of Santa Monica has the requirement to purchase
trees for new planting or replacement purposes, and
WHEREAS, competitive bidding does not assure purchase of trees
with the greatest potential for survival or the best value, and
WHEREAS, exemption form competitive bidding will permit selection
and immediate set-aside of the healthiest specimens.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1: That the City Council finds that the need exists to
purchase trees for new planting or replacement purposes.
SECTION 2. That existing competitive bid procedure does not
assure trees 'purchased will be. the healthiest specimens or best
values available.
SECTION 3: That tree purchases sqall be exempt from competitive
bid procedures.
.SECTION 4: The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full
force and effect.
