Tree Planting Assessment Policy
Introduction
This report presents recommendations to modify the current tree
planting assessment program.
Background
For the past four years, the tree planting assessment policy has
been to assess commercial or industrial property owners an area
assessment based on one-half of the cost of tree planting. This
charge to property owners was intended only to pay for the
purchase of the trees. The City, through its own labor forces,
absorbed the remaining cost of planting the trees.
Because this ;s an area assessment, the basic concept of the
program is that benefit is derived by all property owners.
Therefore, if trees cannot be planted on a lot such as a gasoline
station which may have numerous driveways the property owners are
still assessed for the total front footage.
However, if a
property owner already has street trees planted, the property is
credited for a portion of the assessment in proportion to the
number of trees planted.
Staff now proposes to assess commercial or industrial property
owners $3.00/front foot consistent with the City policy to make
these types of projects self-sufficient. It is estimated this
charge will cover the total cost of tree planting. Approximately

planting the tree is as follows:
Tree Cost $ 37.50
Saw-cut 35.00
Bust Out Concrete 25.00
Tree Well Cover 12.50
Administrative Costs 10.00
Labor 30.00
$150.00
Recommendation
It is recommended that the City Council approve the tree planting
assessment policy as described by staff.
