SR-603-008 PE:KLB:mlz Council Meeting: . santa lica, ca~olV:l~988 6tf?3- 000 July 12, 1988 TO: Mayor and City Council FROM: City staff Approval of Resolution Recognizing the California League of city Employee Associations (C.L.O.C.E.A.) as the Representative for City Employees Formerly Represented by Teamsters Local 911 SUBJECT: INTRODUCTION This report requests approval of a resolution recognizing the California League of city Employee Associations (C.L.O.C.E.A.) as the representative for City employees formerly represented by Teamsters Local 911. BACKGROUND In accordance with the provisions of city Council ordinance 801, a Secret Ballot Election to determine the representation of those employees represented by the Teamsters Local 911 was held on June 14, 1988. A "run-off" Secret Ballot Election between the two top vote getters was then held on June 23, 1988 to determine whether Teamsters or California League of City Employee Associations (C.L.O.C.E.A.) would represent the bargaining unit. A total of 224 employees cast their votes in the runoff election, representing approximately 75% of the affected employees. The election results vlere as follows: C.L.O.C.E.A. - 131 votes; Teamsters - 92 votes; and 1 invalid vote not counted for either party. Thus, based on the results of the runoff Secret Ballot - 1 - ,,-C> JUL 1 2 1988 Election, the af~ed employees selected t~alifornia League of City Employee Associations (C.L.O.C.E.A.) as their representative in their relations with the City of Santa Monica. BUDGET/FINANCIAL IMPACT This change in representation will not have a budget/financial impact to the city. RECOMMENDATIONS It is recommended that the City council adopt the resolution recognizing the California League of City Employee Associations as the representative for City employees formerly represented by Teamsters Local 911, with affected job classifications specified in the resolution. AS THE REPRESENTATIVE FOR CITY EMPLOYEES FORMERLY REPRESENTED BY TEAMSTERS LOCAL 911 WHEREAS, City Council Ordinance 801 provides for a secret ballot election to determine representation of an employee bargaining unit; WHEREAS, a secret ballot election was held on June 14, 1988 to determine the future representation of those employees represented by Teamsters Local 911; WHEREAS, a "run-off" secret ballot election was held on June 23, 1988 to determine whether Teamsters or California League of City Employee Association; (C.L.O.C.E.A.) would represent the employee bargaining unit; WHEREAS, out of two hundred twenty-four (224) ballots cast, the Teamsters received ninety-two (92) votes and California League of City Employee Associations (C.L.O.C.E.A.) received one hundred thirty-one (131) votes, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The Santa Monica City employee bargaining unit formerly represented by Teamsters Local 911 will, as of this - 1 - . . date, shall be represented by California League of City Employee Associations also known as C.L.O.C.E.A. SECTION 2.
