Reconunendatlon Clty staff recommends that the City Council approve the attached letter for transm~ttal to Supervisor Dana's Office. We were grat~fied to hear that the County's support for youth employment programs was expanded and we appreciate your work to Make thls happen. We are still concerned, however, that adult employment programs are not funded for the current year. We are aware that the City's staff is encouraging qualified local agencies to submit proposals for future funding. However, we are confused by your statement that "not one agency" responded to the county's Request for Proposal for 1983-84. It is our understand~ng that the United Community and Housing Development Corporation did apply for funding and was denied. This ~s 'of con- cern to us due to the fact that, while located in Santa Monica's low income/m~nority nelghborhood, UCHDC was funded for two other Supervisorial Districts but not for District ~. We hope that this organization will be given due consideration in future funding decisions given its solid track record in not only providing services to other Districts but to District 4 as well. California 90403 . Dear Mr. Hellerman: Recently, you wrote me concerning the Soclal Services Commission's concerns regarding the JTPA Program as it relates to the City of Santa Monica. Since that time, r have increased funding for the Catholic Youth Organization to a level that is substantially higher than was previously recommended by the County's Department of Community Services. This is as a direct result of my shared concern with you that adequate funding was not being provided in tl1e area, You also indicated a concern that adult residents of the Santa Monica area would have to travel outside of the Santa Monica area to obtain job training service~. Although there are several agencies in the Santa Monlca area that would have qualified to be designated as training centers for adults. not one agency responded to their Request for Proposals (RFp1s) to the County. This matter has since been discussed by my staff with the Mayor of the City of Santa Monica, Ken Edwards, and with the City Managerls offlce. They have both indicated that they will encourage appropriate social services aQencies to apply for funding in the future. You also expressed concerns about our program of targeting General Relief recipients. I would llke to inform you that we are in the process of reviewing this program and hope that this review and input from the community will refine our program so that it best meets the needs of~he Santa Monica community.
