SUBJECT: General Servlces Employee Awards
IYltroduction
ThIS report recommends that the City CouncIl present awards to
two General Services employees who have been selected for specIal
recognItion by the1r supervisor and their peers.
Background
The General Services Department establIshed a program in 1979 to
recognIze our employees who provIde outstandIng services to the
Depart~ent. The program 1S designed to recognize those employees
who meet the followIng cr1teria:
1. Outstandlng overall job performance.
2. Developed a new means of saving tIme or money In the
performance of a Job.
3. Performed a public service beyond h1s/her jOb dutIes.
4. Contributed an idea that has improved jOb safety.
IndIVIduals may be nomInated by theIr superVIsors or fellow
employees. An Evaluation CommIttee comprIsed of Xavier Leon,
Street MaIntenance DIVIsIon; Joe Rivas, Jr., ParkIng and TraffIC
DIvisIon; Marsha Eubanks, MaIntenance Management DIvlsion; DICk
Duarte, Water DivisIon; Narlon Daniels, Fleet Maintenance
DIVIsion; and Stan Scholl, Director of General SerVIces made the
flnal selectIon.

The nominated employees were:

Dave Pann, Pier Maintenance DIVISIon
Ida AtkIns, Pier MaIntenance DIVision
The EvaluatIon Committee selected the following two employees as
those who best met the selection crIteria.
Ida Atkins, PIer Maintenance Division
Ida AtkIns started work on the Pier, May 25, 1984 as an as-needed
CustodIan I. She became a permanent City employee, March 13,
1986. During that tIme, Ida has metIculously maintaIned the
Carousel and all the offIces in it. She also maIntains the Pier
restrooms and the grounds In the PIer area. Ida has received
conSIstent praIse for the manner in WhICh she goes about her
dally duties. The Pier restrooms are particularly dIffIcult to
keep clean and sanItary and there have been problems WIth some of
the patrons who have claimed the restrooms as their own. Ida has
been undeterred In her efforts to make the Pier an Inviting place
for all visitors. In honor of her reputatIon for perfectIon In
her dutIes, Ida's mobile sweeper was chrIstened with her name
painted on It by the employees of the Fleet Maintenance DIvision.
Dave Pann, Pier Management DIvison
Dave Pann began work on the Pier in 1976 as a Laborer In the
Harbor Department. Since that time he has held several positions
on the Pier Including superVISIng a City CETA program.
Currently, as Pier MaIntenance SuperVIsor, Dave has done
outstandIng work in helping to rebUIld the PIer SInce ~t was
damaged over three years ago. HIS hard work and IngenUIty have

resulted in sav~ng thousands of dollars and kept repair and
restoration on schedule. He has motivated and inspired his crews
to produce vlrtual miracles wlth very lim~ted resources. Dave
has been wlth the Pier since lt became City property in 1976 and
has assumed the role as the local Pier Historian. He knows
virtually every detail of the Pler and his love for ~t caused him
to place his llfe in danger to help save it during the Winter
storms of 1983. Davets dedicatlon to the Pier is an inSplration
to all who know him.
Recommendations
It is recommended that the Clty Council join with the Staff of
the General Services Department 1n congratulating all the
nomlnees and in recognizing the outstanding service of Ida Atklns
and Dave Pann by presentlng the departmental awards to them.
