SUBJECT: Outer Contlnental Shelf Lease Sale
INTRODUCTION
ThlS report provldes background lnformatlon on a proposed Federal
Outer Continental Shelf oil drllllng lease sale and reco~~ends
that the Council authorlze the Mayor to convey the City's concerns
to approprlate State and Federal offlcials.
BACKGROUND
The Minerals Management SerVlce of the U.S. DepartMent of the
lnterlor has recently released a Proposed Notlce of Sale for
Lease Sale 80 whlch covers an area offshore Southern Callfornla
from POlnt Conceptlon to the Callfornla-Mexico border. The sale,
as now proposed, would cover about 3.9 mllllon acres or about
690 whole and partial leaslng blocks. The Flnal Envlronmental
Impact Study on thlS sale, published In December 1983, evaluated
11.6 mlllion acres or 2,074 blocks and lncluded comments from
the City of Santa Monica. The reductlon In the proposed lease
sale reflects eliminatlon of areas deferred from leaslng In
the current flscal year by the FlSCal Year 1984 Department of
the Interlor Approprlations Act and areas requlred for excluslve
military use by the Department of Defense. All tracts in

Santa Monica Bay have been eliminated from the Sale by a
moratorlum lmposed by the Congress. (See attached map.) The
Congresslonal actlon that el1mlnated Santa Monlca Bay tracts from
the Lease Sale wlll explre 1n September 1984. Leglslat10n 1S
currently pend1ng in the Congress to extend the morator1um. The
current moratorium effectlvely precludes lnelusion of Santa Monica
Bay tracts 1n Lease Sale 80, but wlthout an extenslon of the mora-
torium, these tracts could be part of a future lease sale. A
number of tracts In Santa Monlca Bay, espec1ally those close to
the shore, were the obJect of conslderable interest from 011
companies pr10r to the moratorlum.
Gordon Duffy, State of Californ1a Secretary of Envlronmental
Affalrs, 18 currently prepar1ng the Governor's CORments on the
proposed lease sale and has requested lnput from affected local
governments. Federal law allows the Governor to subm1t recommenda-
tions to the Secretary of the Interlor regard1ng proposed lease
sales. There are a number of 1ssues of d1rect relevance to Santa
Monica Wh1Ch should be addressed by the Clty.
- Cont1nuation of the moratorlum on Santa Monlca Bay lease sales.
The economlC, seen1C and recreat10nal resources of the Bay should
be permanently protected. The Clty of Santa Monlca and concerned
organlzatlons and resldents of the Los Angeles area should not have
to address th1S issue tlme and agaln. A permanent morator1um would
prevent unproduetive expendlture of time and money by all companies,
Federal, State and local governments, and many interested persons
and organizatlons.

- Air Quallty. Lease Sale 80 should not go forward unt1l
adequate alr quallty standards for Outer Contlnental Shelf (OCS)
oil development are promulgated. The Los Angeles alr basln already
suffers from poor air qual1ty and lease sales should not occur ln
the absence of standards which ensure adequate m1tigat1on of
OCS-generated air pollution, which because of prevail1ng winds will
affect alr qual1ty of the bas1n.
- Protect1on of spec1al natural and scenic resources north of
Santa Mon1ca Bay. The State of Cal1fornla has des1gnated the
coastl1ne from Mugu Lagoon 1n Ventura County to Latlgo P01nt in
Mal1bu as an Area of Speeial B1olog1cal Slgn1fieance. As the EIS
on Lease Sale 80 states: these "are areas contalnlng b1ologlcal
cornrnun1t1es of such extraord1nary, even though unquantlf1able, value
that no acceptable r1sk of change ln thelr enV1ronments as a result
of man's actlvlties can be entertalned."
(EIS, page 3-110) Several
of the Lease Sale 80 tracts w1th most 1nterest from 011 compan1es
are located Just outs1de the morator1um area near th1s zone. OCS
development of these tracts would not only appear to degrade scen1C
resources, but would threaten the speclal blo1ogical resources of
th1S area. These tracts should be deleted from the Lease Sale.
- Cumu1at1ve 1mpacts. A more detal1ed reV1ew of potentlal cumu1at1ve
and secondary effects of thlS Lease Sale should be provided. For
example, petroleum transportatlon and ref1ning-related impacts
from thlS Lease Sale, comblned wlth impacts from on-going transportation

and ref~n~ng of Santa Barbara and Alaskan petroleum should be
revlewed for ~mpacts on a~r quallty in the bas~n.
- Need for a comprehensive and coord~nated OCS plannlng process
. between the Federal government, the State and local government.
Greater State and local government lnvolvement ~n oes plannlng
could help to resolve potentlal OCS lease sale problems at an
early stage. Consideration should be glven to develop~ng such a
mechanlsm.
BUDGETARY/FINANCIAL IMPACTS
No budgetary or flnanclal lmpacts are ant~c~pated.
RECOi>lHENDATION
It ~s recommended that the C~ty Councll authorlze the Mayor to
transmlt a letter convey~ng ~ts concerns to the Hlnerals ~anagement
Service wlth cop~es to the State Secretary of Environmental Affalrs
and Santa Monlca's representatlves ln the Congress. The State has
requested comments by June 29, 1984.

offshore oil dr~lling.
After brief discussion, Mayor Yannatta Goldway moved and
Councilmember Edwards seconded that Council would take
position of support for HR 2059. The motion was approved by
the following voice vote:

to address Council.
Tom Nitti and John Jurenka spoke in favor of AS 965.
Councilmember Zane moved, Councilmember Edwards seconded and
motlon carrled unan~ously that the City Attorney prepare
comments for the Mayor to forward to League and legislators
expressing a position of oppoisition to AB 965. Mayor Pro
Tempore Edwards requested that the motion appeared to have
been approved unanimously.
