Request for Resolution in Support of Scheduled
Implementation of Residential Energy Efficiency
Standards
Introduction
Th1S report presents information on the State's energy efficiency
standards for new residential contruction, and requests support
for the scheduled implementation of the standards.
Background
The State of California has revised its energy efficiency
standards for new residential construction.
The Standards were
approved by the California Energy Commission and the California
Building Standards Commission and are scheduled to go into effect
on July 13, 1982.
After th1S date, all new single-family and mult1-family buildings
with less than four habitable stories must meet the standards in
order to receive a building permit.
The purpose behind the standards is two-fold.
First, the new
standards are more strict than existing requirements. Homes and
apartments built under the new standards will use substantially
less natural gas for space and water heating than homes built to
current standards. Statewide, the Energy Commission estimates the

standards wl11 save the equivalent of 600 millions barrels of oil
over the next 30 years.
This is enough energy to supply
Cal ifornia' s total residential energy demand for 3-1/2 years.
Second, the standards are designed to allow greater flexibility
for builders and building designers than current standards. A
builder may meet the new standards anyone of three (3) ways:
1. Calculations: The builder may present calculations which show
that the building, as designed, will not consume more energy
than is allowed for the climate zone in which it is located.
For Santa Monica (Climate Zone #6), the annual "energy budget"
for a single-family home is 5200 British Thermal Units (BTU)
per square foot of building area for space heating plus
19,400,000 BTU for water heating. For a multi-family dwelling
unit, the annual energy budget is 5000 BTU/square foot for
space heating plus 11,500,000 BTU for water heating. This 1S
about 20% less energy than is consumed by a typical residence
built to today's standards.
2. Packages of Measures: Instead of presenting calculations, the
builder may incorporate one of three "alternat1ve component
packages" of specified energy saving measures into the buildng
design.
The packages have been pre-calculated to satisfy the
new requirements. The main features of each package for the
Santa Monica Climate Zone are as follows:

Package A is a passive solar design which uses south
facing glass and thermal mass for passive solar heat
collection and storage.
Package B is a super-insulated design with R-30 ceiling
insulation and R-l1 wall insulation.
Package C has a solar water heater.
3. Point System: Instead of the above methods, the bU1lder may
use any other combination of energy saving features such that
a minimal number of energy efficiency "points" are achieved.
The Energy Commission has assigned p01nt values to various
energy saving measures for this purpose.
The Energy Commission estimates that the added cost of the energy
efficiency measures will be recovered through energy savings
within seven years in the Santa Monica Climate Zone. For example,
the Commission estimates that Package A would cost $494 for a 1384
square foot detached home, and would save an estimated 1000 KWH
and 106 therms (about $103) per year over current CEC standards.
Current Leg1slators
Although the standards have been approved by the State agencies
and are scheduled to go into effect in July 1982, there are
several b1lls in the Legislature which would variously delay
implementation until 1983 and 1984.

The Solar Cal Local Government Commission is urging local
jurisdictions to actively support implementation of the standards
as scheduled on July 13, 1982. Several entities have already
expressed
their
support,
including
the
Concrete Masonry
Association, California Council of the American Institute of
Architects, the Insulation Contractors Association, and the Cities
of Sacramento, Santa Barbara, Chico, Davis and Arcata. The
California Building Industries Association is opposed to the July
implementation and has requested a delay until 1984.
Recommendations
It is recommended that the City Counc1l adopt a resolution in
support of the scheduled implementation of the State residential
energy efficiency standards on July 13, 1982.

A RESOLUTION OF THE COUNCIL OF THE CITY OF
SANTA MONICA IN SUPPORT OF TITLE 24
RESIDENTIAL BUILDING STANDARDS
WHEREAS. the conservation of energy is more cost-effective
and more environmentally sound than the generation of new sources
of energy; and
WHEREAS, it is for the good of the public that California's
dependence on nonrenewable resources be reduced; and
WHEREAS, the use of the solar and conservation building
techniques
defined
in
the State of California1s adopted
Residential Building Standards can reduce the heating and cooling
demand of a residence at relatively little added cost, saving
substantial cost to the homeowner over the life of the home; and
WHEREAS, the use of energy conserving building techniques
and solar technologies create new jobs and maintain money in the
local economy; and
WHEREAS, a study by Lawrence Berkeley Laboratories showed

that California households use more energy per heating degree day
than households of any of the other forty-seven states for which
the calculations were made;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the Council of the City of Santa Monica
recommends that the State Legislature not delay the July 1982
implementation of the Residential Building Standards adopted by
the California Energy Commission and the Californ1a Building
Standards Com~ission.
SECTION 2. Tnat copies of this resolution be forwarded to
members of the California State Legislature.
SECTION 3.
That the City Clerk shall certify to the
adoption of this resolution and thenceforth and thereafter the
same shall be in full force and effect.

NEW RESIDENTIAL ENERGY EFFICIENCY STANDARDS
This is in response to your request for 1nformation on the revised
state energy standards for new construct1on.
The standards apply to new single fam1ly and multi-fam1ly bU1ld1ngs
w1th less than four (4) hab1table stories. They were approved by the
California Energy Commission and the Building Standards Commission and
are scheduled to go 1nto effect on July 13, 1982. After this date,
res1dential buildings must meet the standards 1n order to rece1ve a
bU1lding perm1t.

There are three b1lls in the State Legislature which would variously
delay the standards until 1983 or 1984. Not one of these b1lls has passed
even the flrst committee hurdle. Should the standards be delayed. how-
ever, the City has the authority to adopt. by ordinance, the standards
Wh1Ch were developed for our climate zone (Climate Zone 6: Coastal area
from Santa Barbara to Long Beach). State law perm1ts local Jurisdictions
to adopt energy conservation standard beyond those required by the State,
subject to the approval of the Energy Commlsslon. (It should be noted
that the City has required certain measures, such as solar water heating
as a cond1tion of approval on all reslctent1al condom1nium developments
