SR-510-005-03 (2) -- . 5/0-~~~-03 . b-C JUl 1 2 1988 Santa Monica, California GS:SES:ME:br 6/21/88 Council Meeting: July 12,1988 TO: Mayor and City Council FROM: City staff SUBJECT: Resolution Authorizing Staff to File an Application for Participation in the Energy Partnership Program INTRODUCTION This report requests city Council adoption of the attached resolution authorizing staff to apply for assistance under the guidelines of the California Energy commission's Energy partnership Program. BACKGROUND On June 9, 1988, staff presented an Information Item to city Council describing the California Energy Commission's Energy Partnership Program. The program provides specialized technical assistance on energy conservation and generation projects to cities in California by utilizing the services of private contractors free of charge as long as there is a 25% City contribution in kind or other services. Applications for assistance must be submitted to the California Energy Commission by July 15, 1988. Awards will be announced by September 15, 1988. Staff proposes to apply for technical assistance to perform an efficiency analysis of the various heating and cooling systems in city facilities. Many of the systems are old, inefficient and will need to be replaced in the near future. The study will b-C JUl 1 2 19&& - . . provide the City valuable technical information which if a private consultant were hired would cost the City $10,000 15,000. The result of the study will be a proposed multi-year HVAC replacement program which will identify the most energy efficient equipment available for the various city facilities. This data will allow the City to make longer term budget decisions regarding HVAC system upgrades and replacements. BUDGET/FINANCIAL IMPACT The Energy Partnership Program application requires that the city contribute 25% of the cost of performing the requested services. In-kind services such as research assistance and field inspections/surveys will be accepted as the 25% match requirement. The efficiency analysis, therefore, would be performed with a minimal contribution from the city. RECOMMENDATION It is recommended that the city Council adopt the attached resolution authorizing staff to file an application with the California Energy Commission for participation in its Energy Partnership Program. RESOLUTION NO. 7649 (CCS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING STAFF TO APPLY FOR PARTICIPATION IN THE CALIFORNIA ENERGY COMMISSION'S ENERGY PARTNERSHIP PROGRAM WHEREAS, SB 880 has provided funds to the California Energy Commission (CEC) for energy support to local governments through the Energy Partnership Program: and WHEREAS, the City of Santa Monica qualifies to participate in the CEC's Energy Partnership Program: and WHEREAS, the city of Santa Monica recognizes that assistance will allow better use of limited resources and expertise to deal with energy matters, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager is authorized to file an application with the California Energy Commission for participation in its Energy Partnership Program. SECTION 2.
