SubJect: Two Grants for Energy Conservation Technical Audlts for the
Main Library and C1ty Hall
Introduct1on
Th1S report recommends the Clty Council authorize by resolution the submission
of two grant appllcat10ns to the California Energy Commission to pay for half
the cost of a Technlcal Audit for the Maln llbrary and City Hall.
Background
In February, the City contracted with ANCO Engineers to perform Energy Audits
on C1ty Hall and the Main Library. The purpose of an Energy Audit is to identify
low-cost and no-cost measures to reduce energy use. Both audlts have been
comp 1 eted.
According to the terms of the California Energy Comm1ssion's Schools and
Hosp1tals Energy Conservation Program, lf a City completes an Energy Audit, it
becomes eligIble for grants to pay for half the cost of a Technical Assistance
Aud1t. A Technical Audit is an engineer1ng feasibility study ta identlfy the
more complex and more expensive energy conservation measures. The Technical
Audlt will 1dent1fy the high-cost energy consum1ng systems used 1n C1ty
bU1ldings which, if mod1fied, could substantlally reduce the City.s utllity
cas ts .
Staff recommends hlring an englneerlng consultant to perform the Technlcal
Audit. Est1mates of the City's matchlng share of the grant 1$ $3,500 for
C1ty Hall and $3,500 for the Llbrary, for a total of 57,000. The Energy

Recommendation
Staff recommends Clty Council authorlze, by adoptlng the attached resolution,
the fil1n9 on an appllcat10n for two Technlca1 Audit Grants for City Hall and
the Ma1n Llbrary; and that $7,000 be appropriated from the General Fund for the
City's match1ng share of the grant.

RESOLVE AS FOLLOWS:
SECTION 1. That the City Councll of the Clty of Santa Monica
possesses legal authorlty to apply for the grant and to execute the proposed
program.
SECTION 2. That the Clty Coun~il author1zes the fil1ng of the
applicatlon, includlng all understandlngs and assurances contalned thereln.

SECTION 3. That the C1ty Council designate the City Manager as
the authorized representatlve of the City of Santa Monica to act In connectlon
wlth the appl1cat1on and to prov1de such add1tional informat1on as may be
required.
SECTION 4.
That the C1ty Council authorlze the allocation of
57)000 from General Funds to cover the Cityls share of the audlt expenses.
SECTION 5.
That the C1ty Clerk shall certify to the adopt1on of
th1S resolutlon) and thenceforth and thereafter the same shall be in full
force and effect.
