BACKGROUND Tree City USA is a program sponsored by the National Arbor Day Foundation to promote tree preservation and to recognize those cities who support tree planting and preservation. For the eighth year in a row, Santa Monica has met the requirements of having: (1) a tree ordinance; (2) a designated tree governing body; (3) a specific tree maintenance budget: (4) an Arbor Day observance. For 1988 there are 19 cities in Los Angeles County designated "Tree City USA" and 86 cities statewide.
