INTRODUCTION Th~s report is to request Counc~l to approprlate the sum of $207,000 from Pier revenue surplus to the rebulldlng of the Pler park1ng lot. BACKGROUND As outlined ~n the City Staff report of November 1, 1978, all available Federal Communlty Block Grant Funds have been used for Pler repair and an additlonal $207,000 lS avallable from surplus revenue and needed to complete the proJect. BACKGROUND As of the end of last fiscal year, June 30, 1978, the S.M. Pier Fund Balance available was $221,774. By September 30, 1978 this balance available had climbed to $277,967.00 of WhlCh Council had committed $39,104.34 for pier decking, additional lighting, and a parking ticket dlspenser. Of the remaining $238,862.66 in the Fund Balance aval1able, $207,000 has been allocated to the rebuild1ng of the pier parking lot entrance as deslgnated area 1, area 2 and area 3 per attached sketch. It d1scusses preliminary actlon taken so far and recommends author~zation be glven to the Entertalnment Facil1t2es Department to proceed. Background: In November, 1977, the Director of Recreatlon and Parks received approval ln concept from the Archltectural ReVlew Board for a pedestrlan control pler entry way. This followed proposals by several architects, after which Kanner and Associates proposal was selected as most in keep1ng wlth the atmosphere of the p2er. Purpose: The purpose of the entry way w111 be to prov~de an aesthetlcally pleasing vehlcular and pedestrlan control wh~le at the same time permittlng emergency vehicles and del~very trucks access to the end of the pler. Presently, shoddy temporary road blocks are be1ng used which are ineffect~ve ln controll1ng traff1c and de- tract from the pier's appearance. '" APR 1 1 1978 . . ~ e To: Mayor and City Council . -2- March 30, 1978 construction: Construct~on mater1als w~ll be compllmentary to the p1er atmosphere by employing pile-llke columns of varYlng lengths and shorter pilings approximately three feet high. These shorter p1l1ngs will be removalhe as necessary for vehicular access, but will for the most part remain as a blockade for veh1cular traff~c whlle per- mlttlng easy pedestr1an entry. There wlll be a slgn of wood con- struction across the roadway held in place by the plle-like columns. The slgn w111 emphaslze the ava1lab1llty of pler parking and wl1l have a list of the various types of bUS1ness establ~shments on the pler. The overall appearance of the sign wll1 be similar to the archway on Ocean Avenue and w1l1 have unobtruslve llghtlng for n1ght visltors. F1nanclng: The complete cost for thlS constructlon wlll be taken from funds provlded by seAG under a grant for a b2cycle control and pedes- tr1an access. These funds have beeD approxlmately $20,000 each year, and previously have pa1d for the steps lead1ng from the p1er down to the beach and for the improvement of the blke path beneath the pler. Recornmendatlon: It 15 the recommendation of the Clty Staff that the C1ty Councll authorize the Entertainment Facllitles Department to proceed 1n obtaining authorization from the necessary agencles. ThLS w~ll include the Santa Mon1ca Landmarks COmmlss~on and the Ca11fornla State Coastal Commis5Lon.
