Santa Monlca, c~ornla TO: Mayor and Clty CounCl1 Yt76-ooe FROl-1:; City Staff SUBJECT: Sand and Sea Club Introduction ThlS report transffilts lnformatlon on the current status of the Sand and Sea Club lease and recommends that the City Council authorize the staff to develop an amendment to Senate Bl11 549 (State Surplus Property) to declare the Sand and Sea property as State surplus. Background In 1979 staff inltlated the procedures to obtain State permlssion to execute a concession agreement for the Sand and Sea Club property. As part of these procedures the Clty was required to develop and adopt a State Beach Resource Management and development plan and renew lts 25 year beach operatlng agreement wlth the State_ Following three years of reVlew and approvals by various City and State agencles and Commisslons, the proposed Sand and Sea Concession agreement was denied by the State ]Olnt Legislative Budget Commlttee. The State Park and Recreation Commlssion subsequently found the proposed ConceSSlon agreement "incompatible" with the Santa Monlcd Beach General plan and directed lts staff to study alternatlve public uses for the site. Current Status The staff is currently preparing an amendment to the Beach General Plan. The amendment, after review and approval by the Plannlng Commission and the City Council will be submitted to the State Park and Recreation comm~ssion. The entire process of General Plan amendment and resubmittal of the conceSSlon contract lS likely to requlre one to two years. In the meantime the Club's operatlng on a month to month leasing. Senate Blll 549 Because of the long delays involved in the resubmlttal of the proposed conceSSlon agreement the staff has been exploring other alternatlves leading to the resolution of the Sand and Sea problem. Senator Herschel Rosenthal has brought to our attentlon SB 549 which if amended would declare the Sand and Sea property State surplus. The State could then have the optlon of either selling the property or exchanging it with other City property. Recommendatlon Staff recommends that the City Counc~l authorlze the staff to work wlth Senator Herschel Rosenthal and the State Park and Recreation Department to develop an amendment to Senate Blll 549 to declare the Santa and Sea property as State surplus property.
